- The Army Contracting Command - Rock Island (ACC-RI) located at the Rock Island Arsenal, IL intends to issue solicitation W52P1J-12-R-0002 for the US Army Sustainment Command's (ASC) requirement in support of the 2nd Battalion 401st Army Field Support Brigade (2-401st AFSB) located at Camp Arifjan, Kuwait at a forthcoming date. This is an announcement for an Industry Day Site Visit that will be held in Kuwait on June 30, 2012. Site Visit Rules of Engagement Purpose: The ACC-RI will host a tour of the 2-401st AFSB maintenance facilities at Camp Arifjan. This Site Visit is to familiarize companies with the requirements and physical locations of performance for services that will be required under the future Army Prepositioned Stock 5 (APS-5) / In Theater Maintenance (ITM) contract. Limitations: The Site Visit will be limited to a maximum total of 40 participants. Each interested company will be limited to two participants. The Government reserves the right to limit the number of company participants to one, in the event that more than twenty companies show interest in participating in the Site Visit, so that more companies can attend. The Government is not responsible for late registrations. Registration for participation in this APS-5/ITM Site Visit must be made no later than 5:00pm CST on June 20, 2012. Interested companies should respond by emailing Ms. Iris Padro, Contract Specialist, at usarmy.ria.asc.mbx.aps-5-kuwait@mail.mil. Please reference APS-5/ITM Site Visit in the subject of your e-mail, and please provide your name, position, and contact information. No telephone questions or inquiries are acceptable. Intent of Dialogue: We intend this site visit to be a forum for an informative and open dialogue to ensure contractors gain as complete an understanding of the requirement as possible. Government responses will not be binding. If a contractor wants an official answer, it must submit the question in writing, and the Procuring Contracting Officer will answer the question in writing. Rules for Discussion: No side bar discussions - Out of respect for the rest of the Site Visit participants, and to ensure an equal opportunity to hear the same information, we ask all participants to refrain from side bar conversations with the personnel conducting the tour, and/or personnel working on the site. Please direct your questions to the person conducting the tour. If a participant asks a question, it must be brought to the attention of the group and answered publicly. Taking photographs and/or making recordings of any kind is strictly prohibited. Transportation and On-Site Related Issues: Transportation and security will be provided by the Government while conducting the tours of each location, as well as to and from the tour sites. Designated pickup points will be announced at a later date. For security reasons, all participants must use the Government-provided transportation. Contractors must be accompanied at all times. If the participants are separated, then questions should be reserved for a public forum. Bottom-line, all participants must receive the same information. (NOTE: All parties are responsible for transportation to and from the country of Kuwait and to and from Kuwait City International Airport (KCIA) and their choice of lodging. No entitlements to payment or charges to the Government will arise as a result of this site visit.) Instructions for installation access will be provided at a later date. Site Visit Conclusion: When the Site Visit is concluded, any further questions you develop shall be submitted to the Procuring Contracting Officer, not to the personnel who conducted the tour. Contractors are reminded that, when released, the RFP and PWS shall take precedence over any observation from the Site Visit. The RFP will contain a clause indicating agreement with this principle. Attachment 0015 DRAFT Incentive Plan will be added on June 11, 2012 to the Draft RPF and can be accessed at the ACC-RI webpage http://www.aschq.army.mil/ac/aaisdus/Sow.aspx. Due date for Government receipt of industry comments pertaining to this Draft Request for Proposal (DRFP) has been extended to no later than 2:00pm Central Standard Time (CST), on 15 June 2012. This Site Visit announcement does not constitute a commitment on the part of the Government to award a contract, nor to pay for any costs incurred as a result of this notice.
