- United States Army Project Manager Electronic Warfare (PM EW) requests industry comments on the clarity, format, and technical detail of the Electronic Warfare Planning & Management Tool (EWPMT) "DRAFT Performance Based Specification (PBS)." This specification covers the EWPMT for the Integrated Electronic Warfare System (IEWS). IEWS will provide commanders from Corps to Company focusing on the Brigade Combat Team (BCT) with an organic EW capability that dramatically improves a land force's ability to seize, retain, and exploit an advantage within the electromagnetic spectrum (EMS) in order to execute decisive operations successfully. EWPMT is a software program giving EWOs a mission planning capability to plan, coordinate, manage, and de-conflict unit EW activities. It will provide battle management for distributed, networked EW capability, aligned with fires and synchronize air and ground electromagnetic spectrum operations across the G2/3/6. EWPMT capabilities include producing EW orders and estimates, plan and appropriately employ EW assets, conduct effective EW targeting using lethal and non-lethal fires support; enhance development of the Electronic Order of Battle; and conduct EW battle damage assessment. EMPMT will provide a risk assessment and Course of Action (COA) development for EW missions with all software applications and tools that will be instantiated as a set of services to be run within the Command Post Computing Environment (CPCE) and one or more presentation-layer widgets to be run on a thin client laptop. PM EW requests all comments/questions be submitted not later than 22 June 2012 using the provided, standard Comment Resolution Format (CRM). All comments will be reviewed by the Government PBS team whose goal is to provide as much clarity and detail within the PBS to support a Request for Proposal (RFP). Note: This request is for planning purposes only in accordance with FAR 15.201 and does not constitute a RFP. Additionally, this request should not be construed as a commitment by the Government to eventually issue an RFP.
