SOURCES SOUGHT NOTICE 0256 THIS IS NOT A FORMAL REQUEST FOR PROPOSALS (RFP) AND DOES NOT COMMIT THE NATIONAL INSTITUTE OF STANDARDS AND TECHNOLOGY (NIST) TO AWARD A CONTRACT NOW OR IN THE FUTURE This is a SOURCES SOUGHT NOTICE to determine the availability of all responsible sources, including large, non-profit, foreign, small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) Historically Black Colleges and Universities, and Minority Institutions, with experience, and expert knowledge in the area of performing services for electron ionization mass spectra for the inclusion into the NIST/NIH/EPA Mass Spectral Library. Objective/purpose: The Contractor shall provide to NIST's Chemical and Biochemical Reference Data Division the NIST/NIH/EPA mass spectral Library and Automated Mass Spectral Deconvolution and Identification System (AMDIS) services as described in Task 1 through 3 below. At a minimum, the contractor will be required to perform tasks such as the following: Task 1: Services to End Users and Distributors: The contractor shall carry out technical functions designed to better serve the database users. Specifically, activities will include the following (a) Participation in User and Distributor Group Workshops and database demonstrations at large conferences; will design appropriate presentations for different groups of users (each year). (b) Preparation of documentation for database updates. After approval by the Contracting Officer Representative (COR), the document will be submitted for Washingtonian Editorial Review Board (WERB) and CBRDD approvals (as needed). Task 2: Services to Database Distributors: The contractor shall carry out a study to determine, for each database distributor (each year) as follows: (a) Technical details of how the database is used and distributed, (b) Technical areas where NIST can better satisfy the needs of database distributors, (c) Areas where closer cooperation is desirable (including possible CRADA activities) (d) Distributors recommendations for changes in the database or CBRDD activities, and shall prepare technical material about the database for distributors to distribute to end users. After approval by the COR, such documents will be submitted for WERB approval; all other appropriate approvals will be obtained for distribution (as needed). Task 3: Research and development of methods for using NIST database and AMDIS software with commercial data systems: The contractor shall: (a) Determine all instruments and data systems that can access the NIST Mass Spectral Database, and learn how these instruments are using and can use the database; submit a report on this subject. (b) Determine and report to NIST on how NIST database software and AMDIS could be modified to improve performance on commercial gas chromatography/mass spectrometer (GC/MS) systems. (c) Prepare specialized documentation and procedure language programs to assist commercial users of the database systems to more efficiently use NIST products in their existing systems. This will require the contractor to become familiar with the various data systems provided by distributors and, when necessary, contact distributors for further information concerning the operation of their systems. The anticipated Period of Performance will be a base year plus four (4) one-year options. The contractor qualifications will be a minimum of the following: The minimum requirements for the key personnel include, but are not limited to, (a) a degree of B.S. in chemistry with a demonstrated expertise in mass spectrometry, mass spectral databases and AMDIS, and (b) at least 1 year experience in mass spectrometers on the technical and commercial level demonstrated through publications. Any organization responding to this sources sought shall possess the capabilities to provide the services of North American Industry Classification System (NAICS) code 541690 all Other Professional, Scientific and Technical Services. The size standard for NAICS code is $25 million. Potential sources possessing the capabilities to perform the aforementioned services are encouraged to respond to this notice and provide the following information: 1. Detailed narrative describing the company/organization's current capabilities that are directly relevant to the work described in this sources sought notice; 2. Description of each similar project completed by your company/organization as a prime contractor or as a significant Subcontractor with the past three (3) years, including as much of the following information as possible: (a) dollar value of the contract; (b) brief description of the technical requirements of the project; (c) contract type used on the project (e.g., firm-fixed price, labor-hour, time and materials, cost-plus-fixed fee, cost-plus award and cost plus-incentives fee); (d) duration of the project from start to completion; and (e) name, address, point of contact and phone number of the customer organization for which the work performed; 3. Current socio-economic status of your company as it relates to (NAICS) Code listed above; 4. Indicate whether you company currently has an active registration in the Central Contractor's Registration (CCR) at www.ccr.gov. 5. Provide all NAICS codes for which your company is identified in CCR; and Provide your company's DUNS number. Submit your capabilities by email to: micole.cheatham@nist.gov by 12:00 PM EST June 18, 2012. The capability statements shall be no more than 15 pages on 8.5" x 11" paper, with 1" margins and a 12-point, commonly used font such as Courier New, or Time Roman in length. The Government reserves the right to contact any of the submitters to attain further market research/information. This contact may be in the form of phone or email by the Government/Submitter.
