This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Under this requirement, the Army Contracting Command New Jersey (ACC NJ) intends to award a commercial, firm fixed price contract. This solicitation document incorporates provisions and clauses of those in effect through Federal Acquisition Circular 05-50. The Army Contracting Command New Jersey (ACC NJ) intends to purchase an exercise media web portal in accordance with the attached Performance Work Statement (PWS), dated 2 May 2012, entitled USARNORTH (NORTHCOM JFLCC) EXERCISE MEDIA WEB PORTAL PART 1. All invoices subject to payment by the Defense Accounting and Finance Office shall be submitted through Wide Area Workflow (WAWF). WAWF is the Governments mandatory payment method. Vendors/contractors are to be registered in WAWF to receive payment through Electronic Funds Transfer (EFT). ARNORTH develops an access-controlled synthetic media platform to replicate a real-time scenario-based information environment during emergency response and contingency training specific to the NORTHCOM Area of Responsibility (AOR). 1.2BACKGROUND. The US Army NORTH (NORTHCOM JFLCC) G3/5/7 is responsible for providing a multi-echelon and multi-environment synthetic Battle Command Training Environment to support training and exercise requirements of US Northern Command (NORTHCOM). The ARNORTH (NORTHCOM JFLCC) G3/5/7 is responsible for integrating realistic media and public information training into exercises of various scopes and sizes. The ARNORTH (NORTHCOM JFLCC) G3/5/7 will support all units of ARNORTH (NORTHCOM JFLCC), the U.S. Army and Department of Defense (DOD) as directed within the NORTHCOM AOR. The ARNORTH Public Affairs Office (PAO) staff and its supporting exercise controllers will provide subject-matter expertise to produce realistic, real-time mainstream and social media video, print stories, imagery and commentary during the exercises. The US Army North Exercise Media Web Portal will serve as a single, integrated platform to distribute these products as well as similar multimedia products produced by training units. 1.3OBJECTIVE. Provide a Web-based platform to replicate interactive mainstream media websites, agency home pages, and major social media sites to support a variety of US Northern Command (USNORTHCOM) and component command exercises including Command Post Exercises (CPX) and Field Training Exercises (FTX). The frequency and duration of the exercises will be IAW USNORTHCOM and component command training regulations and related training and operational schedules published by the commands. 1.4SCOPE. The USARNORTH Exercise Media Web Portal will provide a password-protected website with the ability for ARNORTH exercise controllers to upload and stream of videos, print stories, photographs, blogs and other posts on pages that look and function like mainstream and social media sites. The portal will serve as the primary distribution point for exercise media products and serve as a platform for scenario-based social media discourse. Contractor services will be required to develop and set up the portal; customize the pages for each exercise; and manage user accounts with various permission levels for each exercise. Vendor will provide remote, year-round technical and user support. 1.4.1 The Contractor shall provide a hosted Web portal and technical support staff with expertise in designing the portal, managing accounts, and providing exercise support as detailed below. 1.4.2The contractor shall host a Web portal replicating the look and functionality of mainstream media sites, social media sites, and government and other agency home pages. The portal must be accessible via commercial internet connections. The portal shall be scalable to support exercises ranging in scope from a single-venue event with 20 user accounts up to national, multi-venue events with up to 1,200 user accounts. 1.4.3The various types of mainstream media, social media and government/agency pages must allow cross posting and sharing of content similar to the functions of existing Web-based agency home pages, mainstream media and social media sites. Pages will provide users the option to sign up for notifications when new content is posted. 1.4.4Web interface with user access controls for file management must allow non-technical personnel (Exercise Controllers and exercise participants) to upload content with minimal training, which shall be provided by the vendor as requested by ARNORTH. 1.4.5Portal must allow exercise controllers and exercise participants to upload content in real time in print, video and photo formats before and during exercise execution. 1.4.6The portal must support 1,000 concurrent users per exercise. 1.4.7The portal must allow upload of videos up to 200 megabytes in size up to a maximum of 200 videos per exercise. Videos must be uploadable by Exercise Controllers from venues throughout the United States. Videos at maximum size must upload within 20 minutes. Videos shall stream smoothly from the server to exercise locations via commercial internet connections. The data rate should be no less than 45 Mbps (megabits per second) from the server providing service with no more than 10 seconds of buffering at the primary ARNORTH site and no more than 20 seconds of buffering across all sites. Video and audio files shall not be downloadable by exercise participants. 1.4.8The portal shall use common industry video, audio and imagery file formats or vendor shall provide software compatible with government computers to convert files to usable formats. The solution must allow for video streaming even when accessed by non-Flash enabled systems. 1.4.9The contracted portal shall replicate the look and functionality of popular mass media and social media networking Web sites including television, radio and print news sites; major unit/organization pages similar to fan or group pages on Facebook, microblogging capability similar to Twitter, video sharing capability similar to YouTube; and Web log capability similar to Blogger. The portal shall not infringe on copyright or other legal protections that apply to commercial sites. 1.4.10Vendor shall customize pages before and during each exercise as directed by ARNORTH Exercise Controllers. ARNORTH will provide unit crests for Vendor use in branding DOD organization pages. The vendor shall work in coordination with ARNORTH on further modifications based on user feedback to troubleshoot, fix bugs and improve user interface. 1.4.11Vendor shall keep portal current with real-world online communication sites in order to incorporate new functionalities and replicate new Web-based sites as they become common tools for sharing information. 1.4.12Portal shall be optimized in order to view content on popular Web browsers and mobile devices. 1.4.13Portal shall include a note-taking feature accessible only to Exercise Controllers in order to enter time-stamped observations in real time and export observations for inclusion in After Action Reports. 1.4.14Portal shall be capable of supporting multiple simultaneous but separate exercises, ensuring data does not cross from one firewalled exercise to another. 1.4.15Portal shall use industry and government best practices to ensure security of information, which includes but is not limited to hosting on an https server; providing password protected accounts with password protocols to be established by ARNORTH; and incorporate measures to prevent audio, video and imagery content from being downloaded and distributed out of context. The Portal and its pages shall be clearly labeled as exercise support tools. 1.4.16Vendor shall conduct user and administrator trials with ARNORTH prior to acceptance and delivery of the Portal. 1.4.17 Vendor shall create and maintain in an encrypted database up to 1,200 individual and unit accounts and their passwords for units and individuals who have been validated by ARNORTH. Vendor shall create accounts, reset passwords, unlock accounts and provide similar support to ensure uninterrupted access by validated exercise controllers and participants. The 1,200 individual and unit accounts shall be spread over various exercises throughout each contract year. Some accounts shall be standing accounts and others shall be created as single-use for one exercise. Accounts shall require various levels of permissions including but not limited to administrators, exercise controllers, observer-trainers, training PAOs, and general users. Access and permission levels shall be directed by ARNORTH. Administrators shall require Portal access and remote technical support beginning not later than 45 days prior to each exercise in order to prepare for the exercise, manage content and ensure functionality. 1.4.18Vendor shall provide 24/7 on-call technical and user general support. Support includes but is not limited to setting up and maintaining overall functionality of the portal; creating accounts, resetting passwords, turning off accounts, repairing broken links, creating or updating pages, and assistance with uploading content. During non-exercise periods, vendor shall respond to technical and user support requests not later than the next business day until an acceptable resolution is achieved. Beginning 2 weeks prior to an exercise and lasting until the end of an exercise, the vendor shall provide and begin resolving issues not later than 2 hours after notification until an acceptable resolution is achieved. Vendor shall provide on-site pre-exercise support at up to three geographically separate locations concurrently as requested by ARNORTH on a per exercise basis. 1.4.19 Vendor shall allow access for those with ARNORTH Administrator accounts to manage content and provide technical oversight beginning not later than 45 days prior to each exercise. 1.4.20Vendor shall obtain a named URL for each exercise and reserve it across the various domains (.com,.net, etc). URL name shall be approved in advance by ARNORTH. Upon establishment, URL and name shall become ARNORTH property. 1.4.21Vendor shall provide at a minimum weekly full back-ups and daily incremental back-ups to ensure continuity of data. 1.2.22All content uploaded by ARNORTH shall remain the property of ARNORTH and shall not be shared or published for any other purpose without the consent of ARNORTH. 1.4.23Following each exercise, vendor shall return all uploaded content to ARNORTH in a format accessible to ARNORTH Exercise Controllers not later than 30 days after the exercise ends. No user account information or ARNORTH-produced content will be retained by the contractor later than 30 days after the end of an exercise unless authorized in writing by ARNORTH. Portal shall remain active and accessible to ARNORTH administrators until ARNORTH validates that the returned content is complete and is accessible and retrievable. 1.4.24Vendor shall be a proven provider of Web pages replicating mainstream and social media sites to support media training and public information training for local, state or federal entities. Vendor shall provide documentation and samples of this work. 1.4.25Vendor shall be based in contiguous 48 United States to allow for ease of communication, transportation and on-site technical support. Contractors who have access to ARNORTH-provided Web content shall be citizens of the United States in order to comply with DOD restrictions on foreign disclosure of information. 1.5PERIOD OF PERFORMANCE. Base Year: 1 July 2012 through 30 June 2013 Option Year 1: 1 July 2013 through 30 June 2014 Option Year 2: 1 July 2014 through 30 June 2015 1.6GENERAL INFORMATION: 1.6.1QUALITY CONTROL/QUALITY ASSURANCE: The contractor shall be responsible for all quality control to assure the requirements of the contract are provided as specified. 1.6.2TYPE OF CONTRACT: This will be a Firm Fixed Price contract. 1.6.3SECURITY REQUIREMENTS: 1.6.3.1The contractor shall be based in the contiguous 48 United States and those with access to portal contents must be U.S. citizens in order to avoid foreign disclosure review requirements. 1.6.3.2The contractor shall comply with all applicable security regulations and procedures during the performance of this contract. Contractor shall not disseminate any Privacy Act data pertaining to Government personnel that is obtained or generated in the performance of this contract. This includes dissemination of protocols and papers not generally available through the public literature. 1.6.3.3 The contractor is responsible for safeguarding sensitive information such as For Official Use Only (FOUO) or Procurement or Personal Sensitive information or others information as specified by the COR. Failure to safeguard privileged information which may involve the contractor or the contractors personnel or to which they may have access may subject the contractor and/or the contractors employees to criminal liability under Title 18, section 793 and 7908 of the United States Code. Provisions of the Privacy Act apply to all records and reports maintained by the contractor. All programs and materials developed at government expense during the course of this contract are the property of the government. 1.6.3.4Automation Security and Document Security: No classified information will be processed on the contracted portal.1.6.3.5Security Education and Refresher Training: Security education and refresher briefings will be conducted annually. Contractor personnel are required to provide certificate that they received a security refresher briefing and a counterintelligence awareness briefing. Section 508 Compliance. All electronic and information technology (EIT) procured under this task order must meet the applicable accessibility standards at 36 CFR 1194, unless an agency exception to this requirement exists. The contractor shall indicate for each line item in the schedule whether each product or service is compliant or noncompliant with the accessibility standards at 36 CFR 1194. Further, the proposal must indicate where full details of compliance can be found (e.g. vendors website or other exact location). The 36 CFR 1194 implements Section 508 of the Rehabilitation Act of 1973, as amended, and is viewable at http://www.access-board.gov/sec508/508standards.htm. The use of existing computer supported training aids that are not compliant with the above standards will be exempt from this requirement. 1.6.3.6. Company will have a Law Enforcement Local Files Check completed for all employees that will be entering US government facilities. Documentation of these checks will be made available to the COR upon request. 1.6.3.7.Company will provide names and social security numbers of all employees that will be entering US government facilities to the COR seven days in advance of the event. 1.6.3.8.Company will ensure that their employees entering US government facilities have obtained access badges and passes in accordance with facility regulations and that these badges and passes are obtained in advance so as not to delay the accomplishment of contracted services. 1.6.3.9.Company will return all issued US Government Common Access Cards (CAC), installation badges and passes the Directorate of Emergency Services when the contract is completed or when a contractor employee no longer requires access to the installation. 1.6.3.10.In addition to the changes otherwise authorized by the changes clause of this contract, should the security condition change at any facility or installation, the Government may require changes in contractor security requirements. 1.6.3.11.All contractor employees with access to the contracted Portal must successfully complete the DOD Information Assurance Awareness and Personally Identifiable Information training prior to access and then annually thereafter. The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract: perform inspections necessary in connection with contract performance: maintain written and oral communications with the Contractor concerning technical aspects of the contract: issue written interpretations of technical requirements, including Government drawings, designs, specifications: monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies; coordinate availability of government furnished property, and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order. 1.6.5 The contractor shall provide a contract management responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the COR. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. 1.6.6 Identification of Contractor Employees: All contract personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed. Contractor employees are not required to obtain and wear contractor badges in the performance of this service. 1.6.7 Travel and Other Direct Charges. Contractor travel is authorized as directed under this contract. The Government will provide necessary travel funds to cover travel related expenses (Airfare, hotels, per-diem, etc). Travel will be in accordance with the Joint Travel Regulation exceptions will be made on a case by case basis. Due to the nature of exercise support contractors are authorized car rentals at the rate of 3 people per car. All contractor travel must be pre-approved in writing by the COR based on a completed travel estimate. PART 4 CONTRACTOR PROVIDED ITEMS AND RESPONSIBILITIES 4.1Contractor Furnished Equipment and Capability: Contractor will provide all hardware, software, support and incidentals required to provide a fully functional portal. 4.2 Contractor shall provide a single point of contact for operational requirements, financial reports, short notice reports, and other ARNORTH requirements. 4.3 Contractor shall provide financial oversight, development of management tools, and submission of monthly Financial Summaries IAW CDRL A001. 4.4 The contractor management team shall be responsible for ensuring the timely submission of the following contract deliverables. PART 5 SPECIFIC TASKS 5.1The contractor shall provide all personnel, supervision and other items of service necessary to perform the tasks in support of this Program and as defined in this Program Tasks paragraph. The following sub-tasks are anticipated for this Statement of Work. 5.2Web Design. The contractor shall design a Web-based Portal with pages to simulate multiple popular mass and social communication sites. The contractor shall be responsible for creating and updating pages to support each new exercise. Contractor shall ensure the interface allows non-technical users to easily upload video, audio, photographic and text content in real-time. Contractor shall incorporate new functionalities to continue to realistically approximate the real-world sites being simulated. The contractor shall replicate and integrate new Web-based sites once they become common tools for sharing information. 5.3 Web Hosting. The contractor shall be responsible for hosting an unclassified, secure, password-protected Web site allowing users to dynamically upload large video files, audio files, imagery files, and print stories. 5.4Technical Support. The contractor shall provide remote next-business-day technical support and user help year-round for ARNORTH administrators. For two weeks prior to exercises and until the end of the exercise, the contractor shall provide 2 hour response technical support and user help for all users. The contractor shall provide on-site technical support on an as-needed basis as determined by ARNORTH. 5.5Database Management. The contractor shall create, maintain, and integrate the requisite databases (e.g., user accounts, image library, video library, etc.) necessary to support each exercise. The contractor shall create and manage user accounts and permissions in accordance with ARNORTH specifications. 5.6User Training. The contractor shall conduct detailed training as needed before each exercise to train Administrators and Exercise Controllers to post, remove and maintain content including video, audio, photo, and text files, and export observation reports. 5.7Initial designs. The contractors proposal shall include a written concept with visual representations depicting the appearance and functionalities of the various pages. 5.8. Return of content. The contractor shall return all uploaded content to ARNORTH in a format accessible to ARNORTH Exercise Controllers not later than 30 days after the exercise ends. Contractor shall ensure portal remains active and accessible to ARNORTH administrators until ARNORTH validates that the returned content is complete, accessible and retrievable. 5.9 Functionality demonstrations. The contractor shall conduct a user and administrator trial with ARNORTH not later than 3 July 2012 to demonstrate and confirm that all required functionalities, including but not limited to those in checklist below, are operational to ARNORTHs satisfaction. Not later than 13 July 2012, contractor shall demonstrate that any deficiencies noted by ARNORTH in the trial are corrected to ARNORTHs satisfaction and deliver the fully functioning portal, to include customized pages and accounts created as specified by ARNORTH. In addition, contractor shall schedule and conduct administrator and user training at a time acceptable to ARNORTH but not later than 25 July 2012.
