- Mission and Installation Contracting Command (MICC), Fort Campbell, KY, has a requirement for Pickup/Disposal of International Waste/Regulated Garbage for the Campbell Army Airfield, Fort Campbell, KY. The Government intends to enter into a firm-fixed-price Blanket Purchase Agreement (BPA) with Stericycle, Inc., One Technology Place, Beaver Dam, KY 42320, for a 3-year period. This requirement is subject to the availability of funds. The procurement will be conducted on a sole source basis in accordance with the statutory authority of FAR 13.106-1(b)(1) which states, 'For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand name or industrial mobilization).' The basis for restricting competition is that Fort Campbell has an existing compliance agreement with Stericyle, Inc. in accordance with Title 9 CFR Part 94.5 and Title 7 CFR Part 330.400-330-403. Campbell Army Airfield is required to dispose of the international waste/regulated garbage in accordance with the compliance agreement. NAICS code for this procurement is 562112 and the small business size standard is $12,500,000.00. This sole source requirement will be procured under Simplified Acquisition Procedures and Other Than Full and Open Competition, and awarded on an unrestricted basis. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE OFFERS and solicitation will not be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer within 10 days from the date of the publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. If no responses are received, the Government will proceed with the sole source negotiation with Stericycle, Inc. Responses are due by 25 June 2012, 3:00 P.M. (CST).
