- Description
- The Department of Defense (DoD) intends to establish Blanket Purchase Agreements (BPAs) with multiple carriers for air ambulance service, beginning 1 October 2012 (or date of award if subsequent thereto) through 30 September 2017, unless cancelled sooner. The BPAs will be for service within the NORTHCOM Area of Responsibility (AOR) (to include Alaska and near off-shore), within the SOUTHCOM AOR, between SOUTHCOM and NORTHCOM, between EUCOM (to include Greenland) and the CONUS, and between PACOM and the CONUS. The medical crews must be accredited by either the Commission on Accreditation of Medical Transport Systems (CAMTS) and/or the National Accreditation Alliance of Medical Transport Applications (NAAMTA). Aircraft utilized shall be contractor-furnished, fixed-wing, jet aircraft, configured to air ambulance standards. The solicitation will only be available from the following website: https://www.fbo.gov. The solicitation response date will be on or about 23 Jul 2012 for service to begin 1 Oct 2012, however, responses will be accepted for an extended period to be stated in the solicitation. An offer will not be considered unless the offeror is an air taxi operator within the meaning of the Federal Aviation Act of 1958 (19 USC 1301) as amended. To be awarded a BPA for this service, prospective offerors must satisfy all DOD Commercial Air Carrier Quality and Safety Requirements as described in 32 CFR, Part 861.3; however, non-DoD approved carriers may transport passengers for medical transport services under emergency conditions to save life, limb, or eyesight only when no DoD approved carrier is available to perform. The Additional Standards for DoD Contract Aircraft Operations Under FAR Part 135 (Noncommuter) (Passenger) apply. These requirements exceed the FAA Part 135 standards in several areas.
