- Description
- The Naval Air Warfare Center Aircraft Division, Lakehurst, intends to procure on a sole source basis to General Electric Company Aviation Division, Cincinnati, Ohio, for the manufacture and production of five (5) Oil Flow Testers, P/N 21C7875G01 for the H-60/H-1 aircraft. There will be a First Article Test Unit and four (4) production units. The Government intends to negotiate this procurement under the authority of 10 USC 2304 (c) (1), as implemented by FAR 6.302-1. The Government does not own data, drawings, or other specifications to permit full and open competition. General Electric Company Aviation Division is the Original Equipment Manufacturer (OEM) of the tester and holds the proprietary rights to the diagrams, schematics, drawings and signal flow for the tester as well as the data for the T-700 engine, which is also proprietary to GE. This notice of intent is not a request for competitive proposals. However, all written responses received within fifteen days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Navy anticipates the award to be a firm fixed price contract. Vendors seeking an award of a Government Contract must be registered in the Central Contractor Registration (CCR) database.
