- Market Survey for an Explosive Ordnance Disposal (EOD) Hook and Line Kit GENERAL INFORMATION: The U.S. Government appreciates the time and effort taken to respond to this survey. The U.S. Government acknowledges its obligations under 18 U.S.C. 1905 to protect information qualifying as "CONFIDENTIAL" under this statute. Pursuant to this statute, the U.S. Government is willing to accept any trade secret or confidential restrictions placed on qualifying data forwarded in response to the survey questions and to protect it from unauthorized disclosure subject to the following: 1. Clearly and conspicuously mark qualifying data as trade secret or confidential with the restrictive legend (all caps) "CONFIDENTIAL" with any explanatory text, so that the U.S. Government is clearly notified of what data needs to be appropriately protected. 2. In marking such data, please take care to mark only those portions of the data or materials that are truly trade secret or confidential (over breadth in marking inappropriate data as "CONFIDENTIAL" may diminish or eliminate the usefulness of your response - see item 6 below). Use circling, underscoring, highlighting or any other appropriate means to indicate those portions of a single page which are to be protected. 3. The U.S. Government is not obligated to protect unmarked data. DESCRIPTION OF INTENT: THIS IS A MARKET SURVEY REQUESTING INFORMATION IN SUPPORT OF THE FOLLOWING PERFORMANCE REQUIREMENT. No contract will be awarded from this announcement. This is not a Request for Proposal (RFP) or an announcement of a forthcoming solicitation. Also, it is not a request seeking contractors interested in being placed on a solicitation mailing list. Response to this questionnaire is voluntary and no reimbursement will be made for any costs associated with providing information in response to this market survey and any follow-on information requests. Data submitted in response to this market survey will not be returned. No solicitation document exists at this time, and calls requesting a solicitation will not be answered. PERFORMANCE REQUIREMENT: The purpose of this questionnaire is to obtain information on commercial industry capability to satisfy U.S. Army requirements for an EOD Hook and Line Kit. The EOD Toolkit is specifically organized to provide the military EOD technicians with a combination of common tools and special tools and equipment that can be quickly transported to a threatened site and utilized to locate, identify, disarm, and remove unexploded ordnance of various types. The Hook and Line Kit consists of a component case, the prescribed components, and other items identified by the kit's component list and such items, devices or characteristics as necessary to provide rapid inventory capability and component position retentions during transportation, storage, and rough handling. 1. All components supplied with this set shall be industrial quality. For the purposes of this survey, the term "industrial quality tools" versus household-use tools or general purpose tools are defined as tools commercially marketed and manufactured for constant, rigorous, industrial or professional environment use. The items offered shall have either achieved industrial market acceptance or have been satisfactory supplied to the Government under current or recent contract for the same or similar requirements. Industrial quality tools are used primarily by skilled professionals and technicians in such areas as machine shops, automotive maintenance and repair facilities, industrial automotive assembly plants, fleet maintenance facilities, and airline service facilities. The tools will be used for specialized application in an environment of virtual constant use, with application requiring high torque, low slippage, and strict tolerances. 2. All components must demonstrate Market Acceptance. Market acceptance is demonstrated by the component having a higher percentage of sales to industrial/professional customers than to retail or Government customers. Advertising or marketing literature that indicates "professional grade" or "industrial quality", or merely stating that an item is "professional grade" or "industrial quality" is insufficient to establish industrial quality tools since these are terms for which there is no generally accepted definition. A claim that an item is manufactured to an industry consensus standard is also insufficient to establish industrial quality tools. Evidence of acceptance by industrial/professional customers includes sales to fleet operators, distributors, Contractors, industrial and professional users, and sales to distributors who retail exclusively to the professional or industrial market. 3. All components shall be supplied with the warranties. 4. The EOD Hook and Line Kit consists of the following: I. Reel. The freestanding reel shall be suitable for storing and deploying at least 395 feet of 0.22 inch (5.5mm) diameter line (namely the main line described in Section 3.10.1.2). The reel shall be made of steel with a corrosion resistance finish. The reel shall be fitted with a rewind handle and an adjustable, fully floating clutch to control the line run-out rate. The nominal reel diameter shall be 11.8 inches and the nominal overall height of the reel shall be 14.2 inches. The reel shall have a handle located at the top. The handle shall be large enough that a gloved hand can grip it and easily let go of the handle. The reel may be supplied without the line installed. The reel shall be supplied with a protective transport bag. II. Main Line. The main line shall be Kevlar core or equivalent rope with polyester over braid. The line shall be fitted with a snap hook and shall be nominally 0.22 inches (5.5) in diameter. The main line shall be no less than 395 feet (120 m) long. The line and snap hook fitting shall have a minimum breaking strength of 1,653 lbs (750 kg) and a line stress of no less than 1% under a load of 661 lbs (300 kg). The line shall be colored white and be supplied on a cardboard storage reel if not delivered already installed on the reel described in paragraph 3.10.1.1. III. Pulling Handle. The pulling handle shall be able to securely grip 0.22 inch (5.5mm) diameter lines and shall be made of corrosion resistant material. The handle shall be T-shaped and sufficiently large enough to be gripped with a gloved hand. The handle shall be manufactured to be slip-resistant. IV. Hook, Plain Tip, 0.5 Inch. The hook shall be made of a corrosion resistant, heat treated stainless steelda material with a plain, single tang hook with a nominal 0.5 inch (12.7mm) gape. The hook shall have a threaded screw stud that can be fitted with the attachable ring/eye described in Section 3.10.1.8 for the line attachment. V. Hook, Plain Tip, 1 Inch. The hook shall be made of a corrosion resistant, heat treated stainless steel material with a plain, single tang hook with a nominal 1 inch (25.0 mm) gape. The hook shall have a threaded screw stud that can be fitted with the attachable ring/eye described in Section 3.10.1.8 for the line attachment. VI. Hook, Plain Tip, 2 Inch. The hook shall be made of a corrosion resistant, heat treated stainless steel material with a plain, single tang hook with a nominal 2 inch (50mm) gape. The hook shall have a threaded screw stud that can be fitted with the attachable ring/eye described in Section 3.10.1.8 for the line attachment. VII. Double Hook, Plain Tip, 1 inch. The hook shall be made of a corrosion resistant, heat treated stainless steel material with a plain, double tang hook. The hook shall have a threaded screw stud that can be fitted with the attachable ring/eye described in Section 3.10.1.8 for the line attachment. IX. Ring, 0.8 Inch. The ring shall have a 0.8 inch nominal diameter ring/eye and shall be capable of attaching to the hooks described in Sections 3.10.1.4 through 3.10.1.7. The ring shall be made of a corrosion resistant, heat treated stainless steel material. The ring shall attach by way of a threaded female bore that is compatible with the threaded male fittings on the hooks described in Sections 3.10.1.4 through 3.10.1.7. X. Fish Hook. The hook shall have three sharply pointed equal size tangs. The hook shall be fitted with a split ring eye for attaching the line. The nominal overall length of the hook, excluding the split ring is 2.4 inches. XI. Spring Grip, Lightweight. The spring loaded grip shall be made of a composite material with a steel spring. The grip handle shall be fitted with a wire cable and eye for line attachment. The spring grip shall be capable of use for dragging lightweight objects. XII. Vice Jaw Grip. The vice jaw grip shall feature curved jaws and shall have a nominal overall length of 10 inches. The wrench shall have a one handed release and shall be made of high grade steel alloy. Unless otherwise stated in this description for purchase, the requirements of this wrench shall be in accordance with ASME 107.24, Type I, Class 2, Style A. XIII. Anchor Pad, Self-Adhesive. The self-adhesive pad shall be supplied with an eye for attaching a Snatch Block or Karabiner and shall be capable of being used as an anchor point on flat, dry, non-porous surfaces. The anchor pad shall be capable of supporting loads of at least 150-lbs when applied to a smooth metal surface. XIV. Shock Cord. The shock cord shall have a nominal diameter of 0.4 inches and a nominal overall length of 3.25 feet. The cord shall be elastic and shall be supplied with a steel hook fitted at each end. The cord shall be capable of being used to spring open doors. XV. Extension Rod. The extension rod shall have a nominal overall length of 12 inches. The extension rod shall have a threaded female bore at one end that is compatible with the threaded male studs provided in the hooks described in Sections 3.10.1.4 through 3.10.1.7. The other end of the extension rod shall have a threaded male stud that is compatible with the eye/ring described in Section 3.10.1.8. XVI. Sling Rope. The rope sling shall have a nominal diameter of 0.2 inches and a nominal overall length of 6.5 feet. The rope sling shall be pre-stretched polyester rope with a soft eye at each edge formed with a crimped aluminum splice. XVII. Sling Wire. The wire sling shall have a nominal overall diameter of 0.08 inches and a nominal overall length of 6.5 feet. The wire sling shall be a long, galvanized steel wire sling with a soft eye at one end and a rigid eye at the other end. XVIII. Piton. The piton shall have a nominal overall length of 2.8 inches and a nominal overall thickness ranging from 0.06 to 0.24 inches. The piton shall be manufactured from a chrome molybdenum alloy and be used to provide anchor points for snatch blocks or karabiners by being driven, for example, into crevices in walls or floors. XIX. Suction Anchor, Single Pad. The suction anchor shall be manufactured from aluminum with a lever used to apply the suction. The suction anchor shall have an eye for attaching lines that are securely fastened to the suction anchor. The suction anchor shall be capable of bearing a load of at least 60-pounds when applied to a smooth, metal surface. The suction anchors shall be capable of being used with the suction cup bridge described below in3.10.1.29. XX. Karabiner, 0.6 Inch. The karabiner shall have a 0.6 inch nominal gate and be used for attaching components. The karabiner shall be made of forged steel with a corrosion resistant finish and shall have smooth cross-sections to allow lines to pass freely. The karabiner shall weigh a nominal amount of 59 grams and shall be rated for loads of 529 lbs or more. XXI. Cantilever Jaw, Heavy Duty. The heavy-duty cantilever jaw shall be fitted with steel teeth that allow the gripping force to increase the harder the clamp is pulled. The cantilever jaw shall be capable of gripping material up to 2 inches thick and shall be manufactured from steel with a corrosion-resistant finish. The cantilever jaw shall be fitted with a wire assembly with a rigid eye for line attachment and shall be rated for a safe working load limit of at least 100 pounds. XXII. Seizers. The seizers shall be capable of gripping thin flexible materials with minimal disturbance. The seizers shall have serrated jaws and a jaw locking mechanism to ensure a secure grip. Typical use is for attaching a line to materials such as cloth or plastic. XXIII. Rubber Door Wedge. The rubber door wedge shall have a nominal overall length of 4.7 inches and be made of a rubber material. XXIV. Door Stop with Eye, 3-Function. The three-way door stop shall be T-shaped with non-skid pads and shall be made of plastic Lexan construction or better with a metal eye securely fastened into the door stop to provide an anchor point to attach a line. The three functions shall include being able to stop a door over the hinge of the door, on the top of the door, and at the floor level of the door. XXV. Snatch Block/Pulley, Self-Opening. The snatch block shall have an automatic release mechanism to free line at predetermined point and shall be fitted with a swivel snap shackle for attaching to an anchor point. The snatch block shall have nominal outer dimensions of 8 X 3 X 1.2 inches and shall readily facilitate the use of a line diameter of 0.22 inches (5.5 mm). The snatch block shall be capable of holding a maximum weight of at least 1400 pounds when locked, at least 475 pounds with un-locked, shall have a safe working load of at least 550-pounds when locked and at least 200-pounds when unlocked. XXVI. Splitter Ball. The splitter ball shall be constructed of plastic and metal and be able to readily attach to the main line described in Section 3.10.1.2 at any chosen point. The splitter ball shall be used to open the cheek-plate on the self- opening pulley described in Section 3.10.1.24 XXVII. Snatch Block, Standard. The standard snatch block shall be a pulley with a spring loaded latch for use in lifting operations and changing the direction of a line. The snatch block shall be manufactured from stainless steel with glass reinforced nylon cheeks and shall be fitted with a swivel eye for attaching to an anchor point. The snatch block shall readily facilitate the use of 0.22 inch (5.5 mm) line and shall have the following nominal outer dimensions: 5.5 X 2.17 X 1.38 inches. The snatch block shall be rated for a maximum load of at least 2975 pounds. XXVIII. Mirror, Pocket Search. The pocket search mirror shall primarily be used for quick visual searches underneath objects such as automobiles. The mirror shall be fitted with a convex glass mirror, telescopic arm and a miniature flashlight, bulb provided, to illuminate the area being inspected with the mirror. The telescopic handle shall extend to a nominal overall length of 18.1 inches. The flashlight shall be capable of being used with the mirror open or closed. The flashlight shall operate with 2 AAA alkaline batteries. The batteries shall be included with the Kit. The unit shall have a stowage compartment with a spare bulb for use with the flashlight. In the closed position, the mirror shall fit in a dedicated storage location in the component case specified in Section 3.3. XXIX. Backpack with Detachable Pouches. The backpack shall be used for transportation of items as a field carrying bag. The backpack shall be nominally 21 inches high by 20 inches wide by 10 inches deep overall when packed full. The backpack shall be made of a 1000 denier nylon or stronger material with a flame retardant coating and Mil Spec 301 lock stitching with 8 to 10 stitches per inch. The backpack shall have three removable internal dividers, each with a six zippered clear pocket including three zippers on each side. The backpack shall have at least four mesh pockets with drawstrings and cord locks, an exterior portion with PALS/MOLLE webbing sewn in 1.5 inch spacing and at least three fixed external pockets and two detachable full-length side pouches used to house up to 325 feet of line or cable. The webbing shall nylon and shall be color matching. The backpack shall include zipper closures that are YKK VislonTM color matching or equivalent, ergonomic shoulder straps padded with 3/8 inch closed cell foam, size 0 grommet in the bottom for drainage and internal elastic loops for lashing down equipment. The backpack shall be Camouflage overall. XXX. Suction Cup Bridge. The suction cup bridge shall be capable of connecting with two of the suction cups described above in 3.10.1.18 in order to form a double suction cup bridge with one suction anchor on each side. The full assembly (two suction cups and bridge) shall have a nominal weight capacity of 120-pounds, or approximately double of that which a single suction anchor described in 3.10.1.18 is rated for. The suction cup bridge shall feature a metal eye ring for string attachment. INSTRUCTIONS FOR COMPLETING THE QUESTIONNAIRE: 1. Number each response with the appropriate question number. 2.
