- 1.Title of Contract: American Society for Healthcare Engineering (ASHE), "Boot Camp for Health Care Facility Managers" Training Course, for the Department of Veterans Affairs (VA), Veterans Health Administration (VHA) Engineer Technical Career Field (TCF) Interns. 2. Scope of Work: The contractor shall provide all labor, supervision and other resources required to deliver one (1) each, two-day face-to-face on-site interactive training course based upon the "ASHE Boot Camp for Health Care Facility Managers" training conferences/workshops, and targeted to VHA-specific environments. Purpose of this training is to focus on issues facing new health care facilities professionals - e.g., the VHA Engineer TCF Interns, and enhance the students' ability to gain a fundamental understanding of health care facility management. This two day "Boot Camp" shall cover the agenda and topics as listed on attachment 1 of this PWS, with focus on VHA-unique requirements. The objective of this training is to provide an in depth overview of issues and driving factors that affect the operation, construction and renovation of health care facilities. 3.Background: 3.1 Employee Education System (EES) is the largest VHA provider for employee education services. As a recognized leader and trendsetter in education, EES delivers the highest quality instructional programming to meet customer expectations. Face-to-face training sessions are but one means of meeting the educational needs of VHA employees. 3.2 The VHA Engineering TCF Interns have degrees in various disciplines within engineering, but they are not familiar with the distinctions of working in a healthcare environment. The VHA Office of Healthcare Engineering has determined the need to provide customized training to help these new facility managers understand and work within the parameters of these distinct environments. The goal of this training is to provide the new VHA Engineers with the skills necessary to be successful in a healthcare environment. 4.Period of Performance: 4.1 Classes shall be scheduled during the week of November 5-9, 2012 4.2 The Contractor will deliver the Boot Camp for Health Care Facility Managers 2-day course on November 6-9, 2012. The VHA Office of Healthcare Engineering will hold training on November 6 or 9, 2012 4.3 This PWS is for a one-time training session. Should the need for additional Boot Camps for Health Care Facility Managers be recognized, these shall be addressed under separate contracts/orders. 5.Government Recognized Holidays. Unless specifically authorized in writing by the Contracting Officer, no services will be provided and no charges will be incurred and/or billed to any order on this contract on any of the Federal Holidays listed below. New Years Day Labor Day Martin Luther King DayColumbus Day Presidents' DayVeterans' Day Memorial DayThanksgiving Day Independence DayChristmas Day 6.Place of Performance: 6.1 Class shall be held at: Department of Veterans Affairs Acquisition Academy (VAAA), 7485 New Horizon Way, Frederick, Maryland 21703. 6.2 EES' Informational Point of Contact for the usage of this facility is Darrel W. Croswell, National Project Manager, Telephone: 501-257-4194, Email: Darrel.croswell@va.gov 7.Type of Contract: The Government anticipates award of a Firm Fixed-Price contract. 8.Objectives: The purpose of the "Boot Camp for Health Care Facility Managers" is to train VHA Engineering TCF Interns on the unique requirements and skills necessary to be successful in a health care facility environment. Areas of emphasis considered vital for student understanding will focus on the contribution of the health care physical environment to positive clinical outcomes. 8.1 At the conclusion of the 2 day session, participants will understand the attributes that make health care facility management unique in terms of terminology, financing, utility management, emergency preparedness, available resources, and career development. 8.2. Participants will be able to explain the external factors that impact the facility manager in terms of regulation and compliance. As new health care facilities professionals, they will obtain foundational knowledge of the health care built environment that will provide a basis for development of their career objectives. 8.3 Training will be customized for the VHA audience as much as practicable, utilize VHA samples, and focus the effort in the context of the VHA health care facility management milieu. 9.Contract Award Meeting: The contractor shall not commence performance on the tasks in this PWS until the Contracting Officer has conducted a kick off meeting, or has advised the contractor that a kick off meeting is waived. 10. General Requirements: 10.1. The contractor shall provide all labor, supervision and other resources required to facilitate the 2 day training session, scheduled to be delivered on November 6-9, 2012. 10.2. Within 2 weeks of contract award, Contractor shall meet telephonically with, and curriculum materials will be submitted to the EES Project Manager in order to determine if they meet the specifications and intended purpose. 10.3. Contractor shall provide appropriate faculty, prepare and deliver a total of one, 2 day, "Boot Camp for Health Care Facility Managers" based upon the commercial ASHE model, and in compliance with Attachment 1. Location for training is the VA Acquisition Academy, Frederick, MD. Number of students will be approximately 30-40. Contractor will be notified of the exact number of students, and registration list no less than 2 weeks prior to the beginning of the program. 10.4. Contractor shall provide all printed materials for the program. All written deliverables shall be phrased in layperson language. Statistical and other technical terminology shall not be used without providing a glossary of terms. 10.5. Additional audio/video support will be provided by the VA Acquisition Academy. Contractor shall provide a list of requirements to the EES Program Manager within 2 weeks after contract award. 10.6. The Contractor will provide a relevant post test for the "Boot Camp" program. Contractor will also provide a certificate of completion, with Continuing Education Units (CEU's) totaling 1.2, awarded by the American Hospital Association. 10.7. The Government will provide appropriate classroom space at the VA Acquisition Academy facility in Frederick, MD. Contractor will be apprised of the utilization rules and regulations of this facility after contract award. 10.8. The contractor shall develop and maintain an effective quality control to ensure services are performed in accordance with this PWS. The contractor's quality control program is the means that the work complies with the requirement of the contract. Contractor will also be evaluated by a VA evaluator during the course of the training class, as well as by the students at the end of the training presentation. Contractor will receive copies of the feedback from the VA. 11. Formal Acceptance or Rejection of Deliverables: The Government will review each deliverable and provide feedback/comments. The contractor shall have five business days to incorporate feedback/comments and make appropriate revisions. The contractor shall provide the revised version of each deliverable to the Contracting Officer's Representative (COR). The COR will review and determine final acceptance by the Government. The COR will notify the contractor of final acceptance within five business days. 12. Changes to the PWS: Any changes to this PWS shall be authorized and approved only through written correspondence from the Contracting Officer. A copy of each change will be kept in a project folder along with all other products of the project. Costs incurred by the contractor through the actions of parties other than the Contracting Officer shall be borne by the contractor. 13. Contractor Reporting Requirements: 13.1 The contractor shall notify the Project Manager, COR and Contracting Officer, in writing, if problems arise that could adversely impact the performance of the order. 14. TRAVEL: 14.1. Travel and per diem is a cost reimbursable item and shall be reimbursed in accordance with VA/Federal Travel Regulations (FTR). Each contractor invoice must include copies of ALL receipts that support the travel costs claimed in the invoice. The contractor is only entitled to actual cost spent while on travel that falls within the perimeters as set forth within the FTR, to include food. Travel must be pre-approved by the COR. Travel must be priced separately in the price schedule. Local travel within a 50-mile radius from the contractor's facility is considered the cost of doing business and will not be reimbursed. This includes travel, subsistence, and associated labor charges for travel time. Travel performed for personal convenience and daily travel to and from work at the contractor's facility will not be reimbursed. Travel, subsistence, and associated labor charges for travel time for travel beyond a 50-mile radius of the contractor's facility are authorized on a case-by-case basis and must be pre-approved by the COR. Government Responsibilities: VA (EES) shall provide the following upon award of the contract: 15.1. Meeting space, audio/visual needs and other items identified prior to the training. 15.2. Roster of students registered to attend, prior to commencement of training and "scrubbed" roster of actual attendees prior to end of training session. 15.3. The VA EES will develop and conduct a post delivery audience evaluation of the training addressing fulfillment of objectives and critique of contractor's skill, knowledge and materials. The results of this evaluation will be shared with the contractor. 16. Contractor Experience Requirements - Key Personnel 16.1 Trainer must have experience in working with junior and senior level professionals and provide descriptions of two or more relevant projects successfully performed within the past 3 years for a federal government agency in a healthcare setting. 16.2 Trainer must have experience and training materials that fulfill the requirements of the objectives for the program. 16.3. Any personnel the contractor offers as substitutes shall have the ability and qualifications equal to or better than the key personnel being replaced. Requests to substitute personnel shall be approved by the COR and the CO. All requests for approval of substitutions in personnel shall be submitted to the COR and the CO within 30 calendar days prior to making any change in key personnel. The request shall be written and provide a detailed explanation of the circumstances necessitating the proposed substitution. The contractor shall submit a complete resume for the proposed substitute, any changes to the rate specified in the order (as applicable) and any other information requested by the CO needed to approve or disapprove the proposed substitution. The CO will evaluate such requests and promptly notify the contractor of approval or disapproval thereof in writing. 17. Confidentiality and Disclosure: 17.1. It is agreed that: 17.1.2. The preliminary and final deliverables, and all associated working papers, and other material deemed relevant by VA which have been generated by the contractor in the performance of this contract, are the exclusive property of the U.S. Government and shall be submitted to the Contracting Officer at the conclusion of the contract. 17.1.3. The Contracting Officer will be the sole authorized official to release, verbally or in writing, any data, draft deliverables, final deliverables, or any other written or printed materials pertaining to this contract. No information shall be released by the contractor. Any request for information relating to this contract, presented to the contractor, shall be submitted to the Contracting Officer for response. 17.1.4. Press releases, marketing material, or any other printed or electronic documentation related to this project, shall not be publicized without the written approval of the Contracting Officer. 18. 852.273-75 Security Requirements for Unclassified Information Technology Resources. Contractor shall NOT have access to VA Personally Identifiable Information (PII) or Information Technology (IT) Systems. 19.
