- United States Department of the Interior NATIONAL PARK SERVICE YELLOWSTONE NATIONAL PARK PO Box 168 Yellowstone National Park, Wyoming 82190 Justification for Other than Full and Open Competition Date:June 12, 2012 Project:Exelis-E3De Software 1.Identifications a.Agency:National Park Service b.Contracting Office:Yellowstone National Park 2.Description of the action being approved: The National Park Service (NPS) shall be soliciting for Exelis-E3De Software. The documents included with the solicitation call for specific brand name products that are peculiar to one manufacturer. This written justification provides approval for limiting competition to the listed brand name products as authorized by the Federal Acquisition Regulations (FAR). 3.Scope of Work and Government Cost Estimate: Exelis will provide an E3De software license, service, and technical support at the cost of $5,000. E3De software will allow an efficient and integrated workflow for assessing, visualizing, analyzing, or processing LiDAR data associated with a CESU agreement. 4.Authority: 41 U.S.C. 253(c)(1): Only one responsible source and no other supplies or services will satisfy agency requirements. 5.The description of the contractor's unique qualifications or the unique nature of the acquisition: Other software packages offer basic support for viewing (ie ArcGIS 10) and some limited/product generation. E3de allows advanced LiDAR processing and product generation (editing of bad points, DEM, feature extraction and export, etc) capabilities with control over how the source data is utilized in processing and product creation. E3De also is optimized for modern multi-core processing and integrates with existing software such as ENVI and ESRI products. Currently, companies do not offer the data control and easy product generation within 1 integrated software package. Multiple add-on software packages may be necessary, resulting in a less efficient workflow or additional software costs. 6.Efforts to obtain competition: An Intent to Sole Source announcement will be posted on FedBizOpps. Additionally, Cheryl Jawarowski made several phone calls to Exelis competitors (market research is on file). 7.Determination that costs will be fair & reasonable: Using web resources, emails and phone conversations, I found that the price quote for the software was within the range (intermediate cost) of similar software products offered in the commercial market. 8.Description of the research conducted: I visited web sites (ERDAS/Intergraph, LPS bundles, Terrasolid) and asked companies about competitors in the industry (QT Modeler is a stand-alone software). See hard copies of research conducted. Also, I investigated the capabilities of our current software (ERDAS Imagine, LPS Core, ENVI, ArcGIS 10, and low-cost LIDAR software from a workshop) and discussed my assessment with commercial software companies. Thus, I understand the current limitations and capabilities of similar software packages. This research allowed me to assess how the E3De uniquely meets our needs and compliments our current image processing /GIS investments. 9.Other facts supporting other than full & open competition: An investment has been made in learning image processing and GIS software with steep learning curves. Software that integrates with existing image processing and GIS software means less down-time learning a new program that is not tailored to our needs or geoscience applications (ie software tailored for civil engineers). 10.Interested Sources: Software competitors such as ERDAS/Intergraph and ESRI/ARCGIS as well as Exelis are represented in our organization. We already use multiple software companies in our work environment. 11.Actions to remove barriers to competition in the future for similar acquisitions: I will keep abreast of the fast-paced, image processing/digital mapping market place and see how industry competitors may meet future needs. 12.Certifications: a) Technical/Requirements Certification: I have evaluated the validity of this justification and do hereby certify that this justification is accurate and complete to the best of my knowledge and belief.
