Description
DESCRIPTION Space and Naval Warfare Systems Center (SPAWAR) - Atlantics (SSC-A) is issuing a Request for Information (RFI) for systems and techniques to support waveform portability for heterogeneous wireless handhelds. SSC-A has been tasked to conduct a feasibility study to provide interoperability of tactical and commercial handheld equipments for different waveforms, such as GSM, CDMA, LTE, APCO P25, JTRS, etc., which emphasizes cloud-based optimization and management of both voice and data services. This capability study will provide an assessment of technical alternatives using latest techniques and protocols in SDR fields. This RFI is interested in identifying useful products and/or appropriate end-to-end solutions. The intent of this study and subsequent projects is to develop the next generation wireless communication solutions to support tactical and mission-critical operations for DoD and other agencies. This study aims to fully explore the potential brought in with the advancement in commercial cellular systems and cloud computing as well as the developments in tactical radio standards. It envisions a future family of systems that can intelligently manage the deployment and usage of tactical radio stations and handhelds using all available wireless network resources. Such systems should take advantage of latest commercial smartphone and cloud applications to the fullest extent. Each submission should address the required hardware, software, compliant standards and protocols, RF equipment, power options, operational and maintenance requirements. More specifically this RFI is to solicit the capabilities from the industry addressing two components in studying and testing waveform portability of commercial/tactical cellular/wireless systems: Development support of system and application software that implement heterogeneous commercial/tactical waveforms. This is an Internet capable server that can host the SDKs and APIs for various commercial and tactical wireless waveforms. It provides necessary tools to develop and manage computing applications that reside in a cloud and that communicate (end-end) with mobile applications installed on commercial/tactical handhelds. Test environments of various waveforms that deliver the above developed applications. The core function of this component is to connect the mobile application server to software-defined radios (SDR). Therefore a commercial handheld or a tactical radio can communicate with a wireless access point using various waveforms. This component can be in the form of either a wireless server of computer and radio, or a femtocell, picocell or microcell. This RFI asks the vendors for products that can provide functions for part or all of these two components. The SSC-A Tactical and Wireless Network team supports this capability study and any potential future procurement, integration, and deployment purposes will use all information received. It is the Governments discretion on whether to execute any efforts associated with this capability study. SUBMITTALS The information received shall be reviewed to conduct objective, comparative assessments and validation of commercial equipment and systems. This RFI is for INFORMATION GATHERING and PLANNING PURPOSES ONLY, and should not be construed as a Request for Proposal (RFP) or solicitation of an offer. The Government DOES NOT INTEND to award a contract on the basis of this RFI or otherwise pay for the information solicited. All information received will be treated as public knowledge; therefore, vendors should not submit proprietary information in response to this RFI. Ensure final submission addresses, at a minimum, all items and design drivers below (specify the availability) as part of your Technical Submission (include Cost and lead time ordering information). 1. Hardware architecture and software modules with complete block diagrams, APIs, development and administration capabilities, and their performance as applicable (for each of the following) 2. Commercial and/or tactical wireless communication standards to be supported 3. Cellular or wireless communication management and optimization functionalities 4. Waveform processing and the support including but not limited to SCA, SDR, VHDL, JTRS API 5. VoIP and data capabilities 6. LPD/LPE/LPI functionalities 7. Traffic provisioning/filtering functionalities 8. Security functionality The submitted information will be evaluated for inclusion in the Waveform Portability Study and evaluated for future deployment efforts. Consequently, follow-up requests for feedback should not be made through Federal Business Opportunities posting agency. Vendors may be contacted following submission for more detailed product information. Whether the company is a Cellular hardware product provider, technical consultant, manufacturer, distributor, and/or cellular service provider (Global or National). The provider or vendor submission should not exceed 25 pages total. All submissions and technical requirement questions should be sent to the SSC-A POC at tao.rocha@navy.mil.
