Description
The National Park Service, Bandelier National Monument, Los Alamos, New Mexico, intends to negotiate and award a sole source contract for Stormlink Satellite Rain Gauge Stations, Stormlink Satellite Stage Gauge Stations, Contrail Web visualization and decision management tool, and support functions, in accordance with 10 U.S.C.2304(c)(1) as implemented by FAR 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Award will be made to OneRain, Inc. of Longmont, Colorado. This notice of intent is not a request for Expressions of Interest, Proposals or Quotations. A determination by the Park Service not to open this requirement to competition is solely within the discretion of the Park Service in consideration of what is in the best interest of the Government. The Park Service intends to award a firm fixed price purchase order within 5 days of this announcement. The magnitude of this award will be between $25,000 and $100,000 and the NAICS Code is 541990. This announcement is for informational purposes only. The Silver Jackets team, the Pueblos, (CESPA), (BAER) team, and National Park Service all supported the immediate necessity of installing an early warning system to alert downstream communities, workers in the watershed and recreation users of the imminent threat of flood and debris flows. Recommendations for the type of system came from an evaluation of what local systems existed, what the availability of the equipment for the system was and the inter-operability of the system as a whole. Representatives of the USGS, the BAER team and the BIA were in the best positions to recommend a system, based on the fact that BIA has an extant system in Santa Clara Canyon that is also used nationally in its dam safety program, USGS is expert in installing and archiving data from such a system, and the BAER team is considered an expert in the field of burned area restoration. The USGS, the BAER team and the BIA all endorsed the OneRain StormLink Satellite Rain and Rain & Stage Gauge system specified in this Scope of Work. The CESPA Lake Operations Office also agreed with this choice of equipment and the necessity of getting installed as quickly as possible. The purchase of the equipment and software from OneRain is critical to the monitoring of the Las Conchas burn area for flooding. The equipment and software purchased from OneRain will greatly enhance the National Park Service's ability to monitor the burn area in Frijoles Canyon and other parts of Bandelier National Monument affected by the Las Conchas fire. All agencies listed in item 3 will be able to have data uploaded directly into the secure servers at OneRain and the data shared by all in a timely manner. Purchasing a different system would from a different vendor would not allow seamless interoperability between agencies monitoring the burn area
