- SOURCES SOUGHT NOTICE The Department of Navy, Naval Facilities Engineering Command (NAVFAC) Washington is interested in gaining knowledge of potential qualified Small Business, Small Disadvantaged Business, including 8(a) Certified, HUBZone Small Business, Women-Owned Small Business and Service Disabled Veteran-Owned Business firms capable of performing the following work: The Contractor shall provide all labor, management and supervision, tools, material, vehicles, and equipment required to perform Energy Efficient Management (EEM) Services for Navy Facilities in the National Capital Region. As part of this effort, the contractor will conduct building audits, field investigations, technology assessments, life-cycle cost analyses, water and waste water conservation measures, feasibility studies and detailed mechanical, electrical, and gas equipment assessments to identify and develop energy conservation opportunities. The Contractor shall be responsible for indentifying constructible energy savings projects, cost to implement and the annual savings for each project. This may affect our solicitation strategy, if it is pursued further. The North American Industry Classification Standard (NAICS) Code for this project is 541330 with a corresponding size standard of $14 million. All identified small businesses are encouraged to respond to this Sources Sought Notice. Contractors are reminded that THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. The purpose of this Sources Sought Notice is to gain knowledge of qualified small business sources capable of performing the described work. Responses to this Sources Sought Notice shall not constitute responses to the solicitation. (The solicitation is not currently available). As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. It is requested that interested businesses submit to the contracting office a brief capabilities statement package, no more than 8 pages in length including all attachments, (single-spaced, 12-point font minimum) that clearly details the firm s ability to perform the aspects of the tasks described above. The package must include the following: (1) Demonstrated experience in performing efforts of similar size, scope and complexity within the last three years and approach in identifying projects, construction estimates and energy savings. Each project description should include the contract number, your company s role (prime or subcontractor), contract value, Government/Agency point of contact and current telephone number. If necessary, you may include a brief description of how the contract(s) referenced relate(s) to the technical services described herein; and (2) Company Profile to include certifications, number of employees, office location(s), DUNS number, CAGE code, and a statement regarding small business designation and status. The deadline for receipt of capabilities statement packages is 28 June 2012 at 3:00 p.m. EST. The package may be sent electronically to Contract Specialist: Peter.Kho@Navy.Mil.
