This acquisition is for a labor hour type contract conducted in accordance with FAR Parts 12 and 15 for Civil Rights and Civil Liberties compliance investigation services. This contract will support the DHS CRCL, Compliance Branch. Contractor Compliance investigators will be responsible for assisting in the reviewing and assessing of complaints concerning discrimination based on race, ethnicity, national origin, religion, gender, or disability. This includes alleged violations of rights involving immigration detention or immigration enforcement; discrimination or inappropriate questioning related to entry to the United States; due process violations, such as right to timely notice of charges or access to lawyer;violations of the Violence Against Women Act confidentiality requirements; and other allegations of civil rights or civil liberties related to a DHS program or activity. The period of performance for this requirement will be for a one (1) year period to commence from the date of contract award. The place of performance will be on-site at a DHS facility in Washington, DC. THE SUCCESSFUL OFFEROR SHALL BE ABLE TO PROVIDE STAFF TO WORK FULL OR PART TIME AT A DHS FACILITY IN WASHINGTON, DC FOR THE DURATION OF THE PERIOD OF PERFORMANCE. PROPOSALS THAT DO NOT ADDRESS THIS REQUIREMENT WILL BE CONSIDERED NONRESPONSIVE AND WILL NOT BE EVALUATED. THIS IS A TOTAL SMALL BUSINESS SET ASIDE. All responsible small business sources may submit a proposal which shall be considered by the agency. The North American Industry Classification Standard (NAICS) is 561611 and the size standard is $12.5M to classify as a small business. Sources must have valid Cage Codes and DUNs Numbers or have the ability to obtain one, also be registered in CCR www.ccr.gov (Central Contractors Registration) and ORCA https://orca.bpn.gov (Online Representations and Certifications Application). Proposals will be evaluated on the basis of best value to the government considering technical acceptability, past performance and price. All proposals are to be prepared in accordance with the attached solicitation, HSHQDC-12-R-00049. Please see sections B through M for more RFP details.
