- Contracting officers Determination That The Circumstances Of The Contract Action Deem Only One Source Is Reasonably Avalible The DLA Troop Support, Philadelphia, PA, Medical Directorate intends to award a Firm Fixed Price, Sole Source contract under the authority of FAR 13.106-1(b) to Lead Technologies, Inc., DBA Medicor Imaging, 1927 South Tryon Street Ste 200, Charlotte, NC 28203-4911 for the procurement of custom development services to modify copyrighted brand name Medior Imaging MiPACS software from using social security numbers (SSN's) to electronic data interchange personal identifier (EDIPI) for software installed at Air Force Bases. This order for custom development services to modify copyrighted Medicor Imaging MiPACS software installed at Air Force locations will be placed on a sole source basis with Medicor Imaging as the following circumstance in FAR 13.106-1(b) applies: only one source is capable of providing the services required at the level of quality required because the services are unique or highly specialized. The Air Force has been using MiPACS Storage Server, in combination with other Medicor Imaging products (MiPACS Dental Enterprise Viewer, MiPACS Patient Updater) to facilitate dental image storage, centralization, and accessibility since 2006. The MiPACS system currently installed needs to be modified to allow the AF to run queries to find and return results for images based on both PatientID and other ID fields. A data conversion application is needed to parse information provided from a Defense Enrollment Eligibility Reporting System (DEERS) data export in order to reassign EDIPI as the primary patient ID, and social security numbers as the OtherPatientID within each of the existing DICOM files within the MiPACS database. Medicor Imaging is the only entity which can provide the services required for conversion from social security number to EDIPI. Medicor Imaging is the sole manufacturer of MiPACS Storage Server software, which is currently in use by the AF as both the server application for DDRS installations at each Air Force Base, and as the two central archives for all DDRS images. MiPACS Storage Server is a commercial-off-the-shelf application developed and maintained solely by Medicor Imaging. Medicor Imaging does not offer source code release for this product to any party in order to protect its clientele currently using MiPACS software. Therefore, all software functionality change requests can legally only be implemented by Medicor Imaging due to copyright laws. Thus, there is no legal ability to evaluate alternate proposals or to solicit for competitive offers. The estimated value of this contract action is $71,500.00. The North American Industry Classification (NAICS) Code is 541511, Custom Computer Programming Services. The anticipated award date 03 July 2012. This notice is not a request for competitive quotes; however, that all responsible sources and interested parties may identify their interest and capability to meet the requirements by submitting technical data for this requirement and past performance data within 15 calendar days of this notice posting (no later than 27 June 2012), by 12:00 PM EST, to Katie Hughes, via email at Katie.Hughes@dla.mil, which shall be considered by the agency. Please note telephone calls will not be honored. DLA Troop Support intends to solicit this requirement orally in accordance with FAR 13.106-1(c), thus no written solicitation will be issued.
