The Air Force Global Logistics Support Center (AFGLSC) intends to solicit and negotiate a contract on a sole source basis to Rohr Inc Doing Business As Goodrich Aerostructures Group to manufacture A-10 Forward Nose Landing Gear Door NSN 1560-01-537-9823FJ. D'Angelo (801) 775-3738 Description: This is a pre-solicitation synopsis. The Air Force Global Logistics Support Center (AFGLSC) intends to solicit and negotiate a contract on a sole source basis to Rohr Inc Doing Business As Goodrich Aerostructures Group to manufacture A-10 Forward Nose Landing Gear Door NSN 1560-01-537-9823FJ. The intent of this notice is not to request competitive proposals. The proposed contract is a five year Indefinite Delivery/Indefinite Quantity contract to procure at most 210 units. The government intends to award pursuant to the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. Rohr Inc holds patent to the Gridlock technology process used to manufacture the A-10 Forward Nose Landing Gear Door and is therefore the only contractor that possesses the necessary knowledge, experience and technical data required to support the system. All responsible offerors may submit, within 15 calendar days from the publication date of this notice or 7 Jun 2012, their capability statement describing the company's technical expertise and experience, personnel and facilities, which will be considered by the agency. Responses shall include their DUNS number and their Commercial and Government Entity (CAGE) code. An Ombudsman has been appointed to hear concerns during the proposal development phase of this acquisition. The purpose of the ombudsman is not to diminish the authority of the Program Manager or Contracting Officer, but to communicate the contractor's concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern.
