- The 409th CSB/ECC-E (Theater Contracting Center) is synopsizing a commercial requirement for the purchase of six (6) fire trucks: one (1) Aerial Ladder Fire Truck, one (1) Structural Pumper Fire Truck, three (3) Aircraft Rescue Fire Fighting (ARFF) Trucks, and one (1) Heavy Rescue Fire Truck, in support of the U.S. Army Fire Department within IMCOM Europe. The following optional Fire Trucks (one or more) may or may not be purchased one year from contract award: three (3) Structural Pumper Fire Trucks, six (6) Aircraft Rescue Fire Fighting (ARFF) Trucks, and one (1) Heavy Rescue Fire Truck. For the optional fire trucks, the contractor shall hold prices proposed in the contractor's proposal firm for the duration of the delivery period for the base contract (nine months). The following represents the anticipated Contract Line Item Number (CLIN) structure: CLIN 0001 Aerial Ladder Fire Truck - Quantity 1; CLIN 0002 Pumper Fire Truck - Quantity 1; CLIN 0003 Aircraft Rescue Fire Truck - Quantity 3; CLIN 0004 Rescue Fire truck - Quantity 1; [OPTIONAL CLINs] CLIN 1001 Pumper Fire Truck - Quantity 1; CLIN 1002 Pumper Fire Truck - Quantity 1; CLIN 1003 Pumper Fire Truck - Quantity 1; CLIN 1004 Aircraft Rescue Fire Truck - Quantity 1; CLIN 1005 Aircraft Rescue Fire Truck - Quantity 1; CLIN 1006 Aircraft Rescue Fire Truck - Quantity 1; CLIN 1007 Aircraft Rescue Fire Truck - Quantity 1; CLIN 1008 Aircraft Rescue Fire Truck - Quantity 1; CLIN 1009 Aircraft Rescue Fire Truck - Quantity 1; CLIN 1010 Rescue Fire Truck - Quantity 1. The vehicles shall meet or exceed all requirements of applicable NFPA (National Fire Protection Association) codes (NFPA 414 for the ARFF trucks, NFPA 1901 for all other trucks) and all European occupational safety and health regulations applicable to local national workforce that operate the vehicles. In addition, the aerial ladder tuck shall meet the requirements of EN1846 for a DLA (K) 30. One or more of the items under this acquisition is subject to the World Trade Organization Procurement Agreement and Free Trade Agreements in accordance with DFARS Clause 252.225-7020 and 252.225-7021. The contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, insurance, and other items and services necessary to provide, inspect, and deliver all of the required fire trucks. The contractor must comply with Federal Acquisition Regulation (FAR) 52.228-3, Defense Base Act Insurance. The contract will have firm-fixed-price contract line item numbers (CLINs). Delivery of all of the fire trucks shall be FOB destination to USAG Ansbach, Germany. A specific delivery date will be identified in the solicitation; however, the awardee will have approximately nine months from contract award for final delivery of all the fire trucks. This acquisition is being procured as a full and open competition basis using Federal Acquisition Regulation Parts 12 and 15. The anticipated award date is approximately 20 September 2012. Specific requirement details, equipment lists, as well as the Statement of Work will be included in the Request for Proposal (RFP) number W564KV-12-R-0035 to be issued on or about 9 July 2012 and anticipated to close on or about 30 July 2012. The Department of Defense requires all contractors to register in the Central Contractor Registration (CCR) database to receive any contract award or payment. The CCR website is http://www.ccr.gov. In accordance with FAR 4.1201, prospective contractors shall complete electronic annual representation and certification via the Online Representations and Certifications Application (ORCA) at http://orca.bpn.gov in conjunction with required registration in the CCR database. Only contractors who are registered and have an active account in the Central Contractor Registration (CCR) may be awarded a contract as a result of the solicitation, and all invoices and payments will be made using the WAWF system at https://wawf.eb.mil.
