Description
NASA/JSC has a requirement for a MKIII 13 Dome Helmet Assembly. NASA/JSC intends to purchase this item from Air-Lock INC. The deliverables/products require expert suit hardware experience in the preparation, maintenance, and operations of the MK-III prototype space suit hardware components. Air-Lock is the only company with the MK-III dome helmet assembly design that can be built quickly and effectively to meet the Governments testing needs. Additionally, Air-Lock, Inc. personnel have experience with the space suit systems used for suit testing at JSC and are familiar with NASAs human-subject test procedures with regards to proper documentation and review of the test protocol, hardware certifications, operations certifications, and hazards analysis to assure the overall safety of the test including the facilities, space suits, and the test subjects involved. This is particularly true of the MK-III prototype space suit system with which the requested parts will be integrated. Air-Lock, Inc. was the primary fabricator of the one of a kind MK-III and its components. They possess a unique tooling and fabrication setup to produce these components. NASA does not own the data and design rights to the MK-III and its components and thus cannot fabricate the parts in-house nor provide the specifications to another vendor. Air-Lock, Inc. is the only vendor with the data and design rights to the MK-III hardware components. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to LaToy Jones at latoy.j.jones@nasa.gov not later than 4:30 p.m. local time on June 27, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
