Description
SYNOPSIS: CONSULTATION ON CSAT IMPLEMENTATION OF THE OTP REGULATIONS Solicitation #: 12-233-SOL-00396 Notice Type: Combined Synopsis/Solicitation Date: June 13, 2012 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Under the Substance Abuse and Mental Health Services Administration (SAMHSA) Regulation (42 CFR Part 8) compliance with narcotic treatment standards are monitored and enforced through a process of on-site surveys and inspections by accrediting bodies. Under this Regulation, an Opioid Treatment Program (OTP) shall be considered for certification by SAMHSA if the program is accredited by a SAMHSA-approved accreditation body. Accreditation, along with additional information, serves as the basis by which SAMHSA will make the determination the opioid treatment services are provided by qualified individuals and that the OTP is in compliance with standards that address the medical use of opioid drugs. The basis for restricting competition is the authority 13.106-1(b) because only one source is reasonably available to satisfy agency requirements. For-cause inspections are directed toward programs that are suspected of violating established Federal opioid standards, accreditation elements, providing substandard treatment, threatening the public health or being a possible source of diverted medications. In carrying out these responsibilities, the consultant supports the Director of the Division of Pharmacologic Therapies (DPT) and the Team Leader of the Certification and Waiver Team, DPT, CSAT, and SAMHSA in programs and services of national importance. Understanding of the substance abuse and health delivery systems is essential, as is knowledge of pharmacologic treatment. OBJECTIVE The objective of this purchase order is to obtain expert consultation to CSAT to help assure that CSAT's regulation of OTPs is consistent with the experience from the past, and that OTPs provide treatment in accordance with accepted standards, regulations, and guidelines. DPT seeks assistance in facilitating implementation and interpretation of regulations, guidelines, inspectional findings, and proposed compliance actions: • Reviews individual patient exceptions and treatment program exemptions on site three days/week and off-site via extranet at least two days/week. Advises higher management within DPT on said exceptions and exemptions; • Reviews reports from State, Federal inspections and provides advice on appropriate follow-up actions. • Reviews existing emergency medication distribution plans to develop a DPT strategy on emergency medication distribution programs. • Monitors States for emerging disasters that could affect continuity of care, then notifies DPT Team leader with recommendations. • Trains incoming and incumbent staff of DPT on compliance activities; • Conducts inspections (up to six per year) to treatment programs for cause; and • Provides technical assistance to new treatment programs. • Provides guidance on compliance with Federal confidentiality and privacy regulations. SOURCE RECOMMENDATION Mr. Elsworth Dory is uniquely qualified to do this work. Formerly, Mr. Dory held the position of Investigator, Narcotic Treatment Program Team, in the Division of Scientific Investigations, Food and Drug Administration (FDA). He works with large Governmental, private and corporate organizations, Federal, and State decision makers and consortia of community treatment programs and agencies. He helps to plan, evaluate, implement and/or improve the delivery of treatment services. Since 1972, his projects have ranged from assisting over 1,000 corporate clients to design, and implement treatment program plans to establish and maintain treatment facilities according to and in compliance with The Narcotic Addict Treatment Act of 1974. The purpose of this synopsis is to determine whether there may be other sources with the necessary expertise and qualifications to perform the work described above. Any source capable of performing the work should submit a statement of capabilities with documentation supporting its ability to meet the Government's requirement as articulated above.. Any interested source, in order to meet HHS requirements, will need to demonstrate and address in their capability statement that he/she is a recognized expert in the above tasks.
