Description
SYNOPSIS: CONSULTING SERVICES ON THE NATIONAL SURVEY ON DRUG USE AND HEALTH Solicitation #: 12-233-SOL-00395 Notice Type: Combined Synopsis/Solicitation Date: June 12, 2012 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Department of Health and Human Services (DHHS), Substance Abuse and Mental Health Services Administration (SAMSA), intends to negotiate with Peggy R. Barker on a sole source basis for providing a senior-level Survey Statistician with in depth knowledge of the National Survey on Drug Use and Health (NSDUH) to assist for a partial redesign already in progress to occur in 2014 and 2015. During this next year, products and procedures for the Questionnaire Field Test (QFT) must be refined and finalized. Field Interviewers (FI) training and QFT conducted, results analyzed and necessary changes made to the questionnaires and procedures for the subsequent "dress rehearsal". The basis for restricting competition is the authority 13.106-1 (b) because only one source is reasonably available to satisfy agency requirements. Two training sessions for FIs participating in the QFT will be held in August, 2012. The contractor will contribute to development of the training materials, attend a session in either Cincinnati or Rockville and submit a report to SAMHSA on the meeting. The contractor will observe QFT interviewing in the field, report to SAMHSA on these observations, and contribute to data analysis from the QFT. The Contractor will contribute to the OMB clearance package, all FI training materials, and the final instruments and procedures for the redesign "dress rehearsal." Regular ongoing work: training NSDUH training sessions will be held during 2012-13, including QFT training, main study Veteran FI training, and Supervisor training for the QFT and "dress rehearsal". The contractor will observe and submit reports to the agency on these sessions. The MHSS is a special NSDUH study conducted since 2008 from which population estimates of adult mental illness are produced. The contractor must have in-depth knowledge of this study. The contractor will prepare reports to the agency as needed on the progress of this study. The contractor must have in-depth knowledge of all training materials for the NSDUH, and will review and contribute to training materials. Training materials include the near-verbatim training guide used by classroom trainers, the FI Field and Computer Manual, FI Workbook, training videos, home studies, and computer-based training modules, as well as similar materials for training clinical interviewers on the MHSS. Peggy Barker is uniquely qualified to do this work. For over 15 years, Ms. Barker, a senior level survey statistician, served as leader of the NSDUH Instrumental Team (I-Team) a small group of survey statisticians with responsibility for questionnaire design and testing, and oversight of all aspects of field work quality control on the NSDUH. She has led efforts to redesign the questionnaire for the 2015 survey, including overseeing cognitive testing and subsequent revisions to the questionnaire, as well as contributing to the overall schedule of implementation of the design. She contributes to publications of NSDUH data every year, including regular reports, journal articles, and methodological studies. She has had a lead role in development and testing of the questionnaire and procedures for the MHSS, beginning with developing and analyzing results from a Feasibility Study in 2007. The purpose of this synopsis is to determine, whether there may be other sources with the necessary expertise and qualifications to perform the work described above. Any source capable of performing the work should submit a statement of capabilities with documentation supporting its ability to meet the Government's requirement as articulated above. No Solicitation document is available. Capability statements shall be received by 06/18/2012, no later than 12:00 p.m. (EDT), to the point of contact (POC) listed in this announcement. Submissions may be made electronic or tangible means. All submissions, regarding of the manner of the submission, must be received by the POC by the deadline date and time.
