- THIS IS A PRE-SOLICITATION NOTICE ONLY Pennsylvania Air National Guard, 193rd Special Operations Wing desires to enter into a construction contract for construction of a 356 square meter (3830 square foot) addition to the existing 3,600 square foot single story building for the 193D Special Operations Wing. Additional work includes alterations/renovations to the existing facility and all related site work and utilities. Scope of demolition and removal work is shown on drawings. Scope of alterations work is shown on drawings. Plumbing: Alter existing system and add new construction, keeping existing in Operation. HVAC: Alter existing system and add new construction, keeping existing in operation. Electrical Power and Lighting: Alter existing system and add new construction, keeping existing in operation. Fire Suppression Sprinklers: Alter existing system and add new construction, keeping existing in operation. Fire Alarm: Alter existing system and add new construction, keeping existing in operation. In addition to specified replacement of equipment and fixtures restore existing plumbing, heating, ventilation, air conditioning, and electrical systems to full operational condition. The Work to be performed is located at Middletown Air Guard Station. The period of Performance is expected to be approx. 170 Calendar days after receipt of Notice to Proceed. This solicitation is 100% set aside for small business concerns. All size businesses are encouraged to participate, however only small business will be considered initially. The Project Magnitude is $500,000-$1M. All work shall be accomplished in strict accordance with the contract documents, project specifications and drawings. The North American Industry Classification System (NAICS) code is 236220 and the small business size standard is $33.5 million annual gross income. All firms or individuals responding must be registered with the Central Contractor Registration (CCR).Firms can register via the CCR internet site at http://www.ccr.gov or by contacting the CCR information center at 1-888-227-2423. All responsive small business offerors will be considered by the agency. The entire solicitation/IFB will be made available on 6 June 2012. The site visit is scheduled for 8 June 2012 at 0900 hrs contractors shall meet at building 78 CES, Special Operations Wing, Middletown, Pa. Information provided at this site visit as well as answers to questions shall not change/qualify the terms and conditions of the solicitation and specifications. Terms remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply. If attending the site visit, information required for Base access is person's name, vehicle make, model, year, color and license plate number provided NLT 2 business days before the scheduled site visit. The solicitation can be accessed via Federal Business Opportunities (FBO) website. Paper copies will not be available. Pursuant with FAR 14.101, this action is being procured using price and price related factors. Bids shall be evaluated without discussion. You may download the solicitation and E-mail your quote in. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. All prospective offerors interested in submitting a quote must have a commercial and government entity code (CAGE Code). Telephone requests will not be honored.
