Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisitions (OA), on behalf of the National Institute of Dental and Craniofacial Research (NIDCR), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Lab Products, Inc., 742 Sussex Avenue, Seaford, DE 19973-2057 to provide a Hydropac Master Cartons to the NIDCR Division of Intramural Research (DIR), Veterinary Resources Core (VRC). Background Information This is a request for the Lab Products / Hydropac Master Cartons for the watering system located in the NIDCR Veterinary Resources Core (VRC) in Building 30. The NIDCR VRC houses up to 5,760 cages of mice. These mice are provided highly filtered water through a system called Hydropac developed by Lab Products, Inc. This system is unique and designed to work with the cages and feeding system used in the VRC. The water bagging system has individual, disposable, and sealed pouches with drip-less water valves designed to prevent flooding of cages. The following cartons are required: -Hydropac Master Carton 4X with 72,000 valves and 36 rolls of pouch film (Qty. - 3) The new master carton 4X pallet will enable the VRC to procure less frequently by having a huge improvement of storing resources and space saving efforts. The new 4X carton has been designed to provide four (4) times the expendable supplies (72,000 units) in the same foot print of the old carton which only provided 18,000 units. Sole Source Justification The sole source determination is based on the fact that these cartons are proprietary to Lab Products and only Lab Products makes the compatible, trademarked plastic rolls for the pouches and the plastic disposable valves (lix-it) that come in this pallet of supplies. These supplies are the only compatible units for the Hydropac watering machine that filters water for the mice housed in Building 30. Lab Products is the only company that provides the Hydropac Master Cartons that are compatible with existing racks, cages, and equipment that is currently in use. The delivery point is the National Institutes of Health (NIH), National Institute of Dental and Craniofacial Research (NIDCR), Bethesda, MD. The North American Industry Classification System (NAICS) Code is 314999, All Other Miscellaneous Textile Product Mills, with a small business size standard of 500 employees. This acquisition is a small business set aside. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, therefore the requirements of FAR Part 6, Competitive Requirements, are not applicable and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-58 (May 18, 2012). Interested parties may identify their interest and capabilities in response to this synopsis by June 18, 2012 at 9:00am Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurements.
