- Description
- The USDA, Rural Development, Rural Utilities Service, seeks to enter into a performance based firm-fixed price service contract to provide services for both the rural water circuit rider program and the wastewater circuit rider program. The Contractor shall provide all facilities, equipment, materials, and services to perform the requirements of this contract. The contractor shall provide 150 to 230 persons employed as full-time rural water/wastewater circuit riders. Approximately 80 to 130 circuit riders will be devoted to water systems and 70 to 95 circuit riders will be devoted to wastewater systems to operate a rural water technical assistance program in the 50 United States with the possibility of extending this program to Trust Territories. Technical assistance will include on-site advice in the following areas: operation & maintenance, treatment, compliance, construction, financial sustainability management, vulnerability assessment/emergency response plans, general management and board training. The expected period of performance is one base year, with four one-year option periods. The solicitation is unrestricted and all businesses may submit a proposal. This procurement will be conducted in accordance with FAR Part 12, Commercial Items procedures. Interested parties must obtain a DUNS number and register in the Central Contractor Registration (CCR) ( www.ccr.gov ) in order to transact business with USDA. The Government anticipates the solicitation will be available on or about July 13, 2012. The solicitation will be available electronically through Federal Business Opportunities website: http://www.fedbizopps.gov. Interested parties are responsible for monitoring the site to ensure they have the most up-to-date information about this acquisition.
