- This sources sought announcement is for information and planning purposes only; it is not to be construed as a commitment by the Government. A contract may not be awarded as a result of this sources sought announcement. The Army Contracting Command, National Capital Region, on behalf of the Office of the Assistant Secretary Army, Acquisition, Logistics and Technology [OASA(ALT)] intends to procure personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items to perform OASA (ALT) planning, functional analysis, program support, and functional administration services in accordance with procedures outlined in FAR Part 15. If capability packages are not received from at least two small business concerns in accordance with FAR Part 19 by the response date or if the Government determines no small business concerns in accordance with FAR Part 19 are capable of performing this requirement based upon an evaluation of the capability packages submitted; this requirement will be solicited full and open competition. Only small businesses are to submit capability packages. Interested small business concerns in NAICS code 541611 with the size standard of $14M are encouraged to submit their capability packages. The capability packages for this sources sought market survey are not expected to be proposals, but rather statements regarding the company's existing experience as related to the specific questions in this announcement. Capability packages must not exceed 20 pages and must be submitted electronically. Marketing Brochures will not be accepted and is not considered adequate information as a response to this request for sources sought (RSS). Final capability packages will be due on or before 12:00 PM EST on 22 June 2012. Small business concerns are to outline their experiences in accordance with the below capabilities questions and attached performance work statement. Areas or tasks where the contractor does not have prior experience should be annotated as such. A determination not to compete this proposed contract action upon responses to this notice is solely within the discretion of the Government. 1. Describe your company's experience in performing service contracts for the OASA (ALT)? 2. Describe your company's experience in DA acquisition program logistics, and IT management support? 3. Describe your company's experience in performing duties which require knowledge of the principal's, policies, philosophy, views and objectives, as well as the policies and goals of the Administration, the Secretary of Defense, and the Secretary of the Army while providing support as the Executive Assistant or Special Assistant to the Army Acquisition Executive, Principal Deputy Assistant Secretary of Army or Military Deputy and the Task Force (TF) for Information Assurance in the Defense Industrial Base (TFIA-DIB)? 4. Describe your company's experience in conducting historical research, preparing technical analysis, Congressional hearing summaries and performing legislative tracking? 5. Describe your company's experience in providing products across the full range of program activities that may include preparing briefings and information papers, organizing conferences and meetings, preparing agendas, read-ahead books, analysis of information and impact statements. To assist us in maintaining a list of interested small business concerns for this requirement, please provide your company's name, point of contact (POC), address, phone number, and business size under the above NAICS code to Andrea Phillips, Contract Specialist, for this requirement.
