Description
Amendment 1. This amendment provides the following clarification: EPA Region 1 requires the Autosmapler to support version 524.3 of that Method. 1. The United States Environmental Protection Agency (EPA) requires an Archon Autosampler and Pre-Concentrator for use in the EPA Region 1 Laboratory. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-59. The Government may contact Offerors to clarify information to better understand their quotes or to request information that appears to be inadvertently omitted. 2. This is a request for a firm fixed price quote for an Archon Autosampler and Pre-Concentrator a.Functional Requirements: i.The auto sampler must be capable of introducing water and solid matrices from standard 40 ml sample vials that remain upright throughout the analytical testing process, a side arm sparge option, a light/dust protective cover completely shielding both sample and all mechanical is required (enabling protection for the robotic arm mechanism(s) as well as sample integrity), a hot water rinse capacity designed to decontaminate sample loops and liquids, a liquid internal/surrogate standard delivery loop capable of introducing at least 2 separate internal/surrogate standards, a programmable helium flush to minimize carry-over components, and ability to sample up to 50 plus sample vial positions randomly. ii.The Autosampler must initiate soil analysis from a single sided vial; dual-sided vial soil sampler versions will not be accepted. iii.The compatible interfacing pre-concentrator must include the following internally; automated mass flow controller, functional moisture control/reducing module or an equivalent water management component, anti-foam and overfill sensation devices, inert sample pathway using silcosteel(trademark) or equivalent, optional capacity of heated thermocouple accessory for purge/sparge vessel capable of sustaining approximately 40 degreesC, demonstrated linear calibration over the range of 0.5-100ppb for 70 plus target compounds, supported data evaluated for the carryover of higher boiling/late eluting target analytes, and include at least three sample analysis modules to allow programmable simultaneous analysis of up to three different target analyte methods. b.Physical Requirements: Space requirements for auto sampler and pre concentrator (combined) shall not exceed 36 in W by 30 in D by 24 in H. c.Power: 120V d.Applicable Standards: Must be able to meet USEPA 524.3, 624, SW-846 and CLP methods QA/QC and method detection limit criteria for specified target analytes. e.Interface Requirements: It must operate on Windows Operating system. System must be compatible with a Thermo-Finnegan Trace GC System. f.Installation Requirements: This system shall be delivered and installed by vendor within 60 days of award of the order. Delivery shall be to EPA Region 1 Laboratory, 11 Technology Drive, North Chelmsford, MA 01863. g.Acceptance Schedule and Constraints: EPA will accept delivery within 30 days upon condition that instrument passes an Initial Demonstration of Capability (IDC) for the methods specified in the Applicable Standards that is in accord with EPA IDC protocols and individual EPA method QC and detection limit requirements. The government will work with the vendor to accomplish this verification during installation of the equipment. h.Training Requirements: Vendor must provide training on system operation during installation or within 30 days following installation. i.Service and Support Requirements: One year full warranty covering any parts and labor and one preventative maintenance visit. 3. Instructions for preparing your quote: Please provide a firm fixed price to include packaging, delivery, installation and training for 1 Archon Autosampler and Pre-Concentrator that meet the requirements stated in section 2 of this Request for Quote. Archon Autosampler and Pre-Concentrator, including packaging, delivery, installation and training. Delivery and Installation is required within 60 days of award of the order. Quantity: 1 Firm Fixed Price: To Be Proposed a.Please include your DUNS number with your quote. b.The Federal Acquisition Regulation (FAR) clauses in attachment 1 are applicable to this solicitation. c.Offerors shall complete Representations and Certifications IAW FAR 52.212-3. Offerors are also required to submit with their quote the signed and completed EPAAR Representations and Certifications in Attachment 2. d.Offerors shall be registered in the Central Contractor Registration (CCR) by the date specified for receipt of offers. Information on the CCR can be found in FAR 52.212-1 - Instructions to Offers - Commercial Items. e.Offerors shall submit quotes via e-mail to denault.patrice@epa.gov. Quotes received after the required date and time will not be considered for award. Quotes must be received by 3:00 PM (EDT)June 25, 2012. 4. In accordance with FAR 13.106-2 an award will be made to the offeror that can provide the best value. When determining best value the following evaluation factors will be considered along with price: past performance, delivery terms, and compliance with all requirements as stated in the RFQ. Evaluation factors other than price when combined are approximately equal to price. 5. Attachment 3 is the Brand Name Determination for the Archon Autosampler. 6.
