- This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS) located in La Jolla, Ca on a sole source basis with Rees Scientific USA, 1007 Whitehead Road, Trenton, NJ 08638. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Proposed contract is for relocating existing freezer farm monitoring system from TPC to LJRP. Rees's existing Centron environmental monitoring system is to be removed from the La Jolla Shores and Torrey Pines locations and be relocated in the new science center building. The Centron system is designed to monitor the temperature of sensitive laboratory environments, such as our fish tanks, freezers, and ambient room temperatures. Probes for each freezer or seawater tank are installed and connected to the network through a remote panel. Monitoring collections of living marine animals and frozen samples is necessary to avoid losses due to power failures, faulty freezers, failing seawater temperature control units, or human error. The value of the samples and animals collected by SWFSC is derived from their uniqueness and the costs required to collect them. Proposed contract will accomplish the following tasks: 1.Phase 1: Rees will install latest software build and perform node test. Rees will also install new networked remote panel and two new inputs at RPC fisheries lab, run 10 cable runs for points to be added in Phase 2.Phase 2: Rees will remove existing node and panels from TPC and LJSD locations and relocate node and install with new networked remote panel in new RPC Fisheries lab. Rees will run 14 additional cable runs and install, terminate remaining and IQ/OQ system. Single Phase Installation Includes: One site visit to wire, install, program, configure, validate, and train users on system. Includes a IQ/OQ of System with full documentation provided to satisfy regulatory authorities. Comprehensive system test verifies, calibrates and documents all system functions including readings, databases, alarms, dial-outs, outputs, reports, and user programming. Includes approximately 100 page GMP/GLP IQ/OQ validation report, 1000 page software validation test report, calibration of temperature and humidity with traceable equipment and onsite training. Customer Responsible to Approve and Review all Validation Documentation prior to Technicians Departure. Each monitoring manufacturer is unique in the systems they manufacture, their validation protocols, and the ancillary equipment needed to correctly utilize the monitoring functions. Southwest Fisheries has Centron Environmental Monitoring System that utilizes software and hardware that are proprietary and trade secret to Rees Scientific and its service team. The onsite installation and validation will include protocols, documentation and proprietary software updates specifically designed for the Centron system. In order to maintain warranty and guaranteed operating status per the manufacture specifications, Rees Scientific must be the sole provider of installation and validation of said system The North American Industry Classification System Code (NAICS) of this procurement is 333999 with a small business size standard of $18M with less than 80 employees. The Government intends to negotiate a firm fixed price contract with period of performance commencing approximately June 30, 2012 through October 31, 2012. It is the Government's belief that only Rees Scientific can complete this project. This notice represents the only official notice. This notice of intent is not a request for competitive proposals; however, all submittals received by the due set forth in this notice will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
