Description
Drawing animation Conceptual Drawing Draft SOW The Aircraft Maintenance Group (AMXG) requires the fabrication, delivery and assembly of fixtures for the B-1weapon system Integrated Battle Station (IBS) consoles at Tinker Air Force Base, Oklahoma. The Contractor shall provide fabrication, inspection, testing, documentation, training, delivery, tools, assembly, labor and other incidentals necessary to provide such fixtures in accordance with this Statement of Work (SOW), attachments, and supporting data as provided by the government. Currently there is a need for six fixtures for holding and supporting the B-1 IBS consoles upon removal from the aircraft. The new fixtures must be able to support the weight of the consoles with a factor of safety of 2 and must provide a safe working environment. The fixtures must be able to be raised and lowered to accommodate the different tasks which will take place on them. The fixtures must provide ISO compliance, ease and speed of set-up, and general flexibility to support the processes specific to maintenance activities on the consoles. A "Draft" Statement of Work and conceptual drawings are attached. This is a pre-solicitation notice. The expected solicitation issue date is July 2, 2012. The expected solicitation due date is July 17, 2012.. The expected line items are as follows: 0001, IBS Large Console Fixtures, 2 Ea 0002, IBS Small Console Fixtures, 4 Ea 0003 Spare Parts Kit, 1 Lot The required delivery is 120 calendar days ARO, Destination Deliveryu to Tinker AFB, OK. UID requirements apply. NOTICE OF PRE-BID/PRE-PROPOSAL CONFERENCE (MAY 1996) (a) A pre-bid/pre-proposal conference will be conducted at Tinker AFB, OK 73145 on June 28, 2012 at 1:30pm for the purpose of answering questions regarding this solicitaiton. (b) Submit the names of attendees (not to exceed 2) to Holly Crothers at holly.crothers@tinker.af.mil prior to June 27, 2012. This information must be provided in advance in order to ensure access to the military base. (c) Offerors are requqested to submit questions to the point of contact noted above not later than June 27, 2012. Information provided at this site visit will not qualify the terms and conditions of the solicitation and specifications. Terms of the solicitation remain unchanged unless the solicitaiton is amended in writing. The POC is Holly Crothers, 405-739-9120 or holly.crothers@tinker.af.mil. 5352.201-9101 OMBUDSMAN (APR 2010) (IAW AFFARS 5301.9103) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM or AFISRA ombudsmen, OC-ALC/PKC at 405 736 -3273, FAX 000 000 -0000, email. Concerns, issues, disagreements, and recommendations that cannot be resolved at the MAJCOM/DRU or ARISRA level, may be brought by the concerned party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (703) 588-7004, facsimile number (703) 588-1067. (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.
