Overhead electrical distribution shall be replaced with an underground system. THIS SOLICITATIONIS IS ISSUED AS A 100% COMPETITIVE HUBZONE SET-ASIDE USING PERFORMANCE/PRICE TRADE-OFF PROCEDURES AND THE PROVISIONS OF SECTIONS L & M.THE NOTICE TO PROCEED WILL BE ISSUED WITHIN 45 DAYS OF AWARD. Project magnitude is estimated between $1,000,000 and $5,000,000. NAICS 237130 Size Standard $33.5M DO: C20 NOTICE TO OFFERORS:FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS PROJECT. Please forward any questions or concerns to Susan Reinhart at susan.reinhart.1@us.af.mil ** _______________________________________________________________________ Synopsis for Repair of Electrical Distribution System - Area I: The 628th Contracting Squadron at Joint Base Charleston, SC will solicit for a Repair of Electrical Distribution System contract at Joint Base Charleston, South Carolina. The work to be performed by the contractor consists of the Repair of the Electrical Distribution System, Area I at Joint Base Charleston, South Carolina. Dollar magnitude for this contract is between $1,000,000.00 and $5,000,000.00. The performance time is 180 days. The work to be performed by this contract consists of furnishing all plant, labor, materials, equipment, supplies and supervision necessary to complete project. Work includes, but is not limited to: replacement of existing aboveground utility systems; overhead electrical poles, conductors, equipment, telephone lines, cable television lines and secondary supply conductors with new underground utility systems. Also involves the installation of underground duct banks, medium voltage conductors, and pad mount equipment. Existing overhead systems will be removed once cut-over to the new underground systems are complete. This acquisition will be set-aside for 100% HUBZone Small Business. The applicable NAICS code is 237130 with a small business size standard of $33,500,000.00. The successful contractor will be selected using Performance Price Tradeoff (PPT) procedures, resulting in the Best Value to the Government. The government reserves the right to award a contract to other than the lowest price. Evaluation factors will be set forth in Sections L & M of the solicitation. It is anticipated the solicitation will be issued electronically on or about 15 June 2012 on the Federal Business Opportunities web page at http://www.fbo.gov. Paper copies will not be available.
