- The purpose of this modification to the previous presolicitation notice is to publish the answers to questions received concerning this solicitation and to change the "Response Date" to July 10, 2012 @ 2:00 p.m. All other terms and conditions remain the same. 1.The "Response Date" on FBO calls for proposals to be due June 15 however the SF 1449 block 8 provides a due date of 7-10-2012. Can we assume that the correct proposal due date is July 10 and not June 15? July 10, 2012 2.Following up from the prior question, specifically if the due date is June 15 - The solicitation mentions that electronic submission is acceptable but that 1 hard copy must be mailed. If the due date is June 15, may we submit the hard copy so that it is received by the VA by Monday and not Friday? July 10, 2012 3.Must we provide resumes of our proposed personnel at the time of proposal submission or may we include simple bios of each candidate with resumes to follow post-award? Bios are probably fine for the proposal submission time. 4.Is there a specific technology the VA has in mind when implementing this training, i.e., Flash v. HTML 5? While HTML 5 is the future platform of eLearning projects, the technology is not readily accessible on most older internet browsers and may prove problematic for the government specifically. With that in mind, can we use Flash technology, assuming 508 compliance. As long as the technology is compatible with the VA's requirements, we don't have any additional specific needs 5.For the creation of the videos described in Task Three, is it expected that we will bring our video production crew/equipment (camera, green screen, lighting, microphones) to the VA for recording? Yes 6.I want to confirm that the work is permitted to take place on our (the contractor's) site so that we can leverage our own e-Learning development software. Is that acceptable? Yes 7.Are teleconferences acceptable for all required briefings and status reports? Yes 8.Given that design can be as minimal or as extensive as is desired (and obviously the design will affect cost and conversely, overall user experience) can the VA provide some sort of estimate as to what they would deem reasonable in terms of total project cost? No. We recognize that the parameters provided here are broad, in part because a core part of the work will be to select strategies/activities that will appropriately convey the content of the training. The specific strategies and activities will ultimately be used will be decided in discussions between VA and the contractor. Because of this, applicants may wish to provide a range of cost estimates, reflecting the costs associated with a simple implementation of the training, the costs associated with developing a more complex version, and the costs associated with a most complex version. The final product must be, at a minimum, a 30-45 minute interactive, web-based course that includes at least 1 video footage component or other audiovisual content. As noted below, the contractor is also required to provide VA with 10 stock photos. All other terms and conditions remain the same.
