Description
The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the Physical Measurement Laboratory, intends to negotiate with Advanced Measurement Technology, Inc.; Oak Ridge, TN, on a sole source basis under the authority of FAR Subpart 13.106-1 (b), Soliciting from a Single Source, to purchase a dual-input multichannel analyzer system. The purchase of the electronics is to update and expand NIST's existing spectrometry systems. These electronics must be compatible with existing detection systems and software. This compatibility includes: a) compatible with MAESTRO-32 for Windows MCA emulation program software b) NIM single width module dual ADC per unit c) live time correction d) interface via USB 2.0 - this equipment needs to be independent of the age of the computers running the systems. This requirement is met by a USB connection to the data collection computer. Recent market research performed by NIST shows that Advanced Measurement Technology, Inc. is the only commercially available choice that will meet NIST's specifications and will not involve significant software revisions and hardware changes. The NAICS Code is 334515- Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals with a Size Standard of 500 employees. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to Advanced Measurement Technology, Inc. for this requirement. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. Any questions regarding this notice must be submitted in writing via email to Eric Bubar at eric.bubar@nist.gov. All responses to this notice of intent must be submitted so that they are received at eric.bubar@nist.gov no later than June 25, 2012 at 5:00 pm.
