Description
This IFB is for the McGrath Emergency Watershed Project. Major items of construction include restoration of the levee and armor bank on the South bank of the Kuskokwim River approximately 1,400 feet downstream from the previously completed bank along Takotna Avenue in McGrath. The proposed work would lay the vertical eroding bank back at a 2:1 slope, place geocomposite and a layer of bedding material on the shaped bank, then cover the bedding layer with rock riprap. The bank shaping will extend from the toe of the bank (below OHW) to the existing ground surface in the area. The riprap blanket will be 2 feet thick above OHW and 3 feet thick below OHW. A stream barb is planned for installation near the downstream end of the riprap revetment. May through September of 2013 is anticipated to be the primary constructoin period when work is performed on the eroding river bank and levee. Mobilizatoin is anticipated in summer/fall 2012 and rock riprap bedding producton and hauling is anticipated during winter 2012/2013. Complete solicitation documents including plans and specs will be available via the FedBizOps website on 7/3/2012. This solicitation will be full and open competition. A site visit is scheduled for 7/17/12 within the city of McGrath, Alaska. The exact time and place for the meeting will be described in the solicitation to be posted on 7/3/2012. The site visit is not mandatory, but it is strongly recommended that any contractor who wishes to bid on this project visit the site prior to submittal of a bid package. Bid packages are due at NRCS California State Office at 430 G. St. #4164, Davis California, 95616 (Attention: John McClure) no later than 8/2/2012 at 1300 Pacific Daylight Time. Issuance of the contract award is anticipated on or about 8/15/12. Issuance of the first notice to proceed is anticipated on or about 8/29/12. NRCS will issue two notices-to-proceed on this project. The first notice to proceed will be issued shortly after contract award and this notice will authorize the contractor to commence mobilization, production of rock materials, and transportation of rock materials to the project staging area in McGrath. The performance time for this first notice shall commence on the date the first notice to proceed is issued and shall continue until April 1, 2013. The second notice to proceed will be issued in Spring once NRCS determines that site conditions are suitable for work to commence. It is anticipated this will be approximately June 3, 2013. This second phase of the work will have a designated performance time of 100 calendar days. Total project cost is estimated between $5,000,000 and $10,000,000.
