Description
NOTICE OF INTENT Contract FA4890-08-C-0006, MQ 1/9 Contract Aircrew Training (CAT) and Courseware Development (CWD) ACC AMIC intends to award a modification to Crew Training International, Inc., IAW 10 USC 2304(c) as implemented by FAR 6.302-1, Only One Responsible Source to exercise Option Year 4 of contract FA4890-08-C-0006, MQ-1/9 CAT/CWD. The contract was competitively awarded to Crew Training International, Inc. to provide Contract Aircrew Training and Courseware Development to prepare aircrews to fly MQ-1/9 in support of Remotely Piloted Aircraft (RPA) combat missions. Guidance in the 2012 Defense Priorities and Choices document states, “to fund enough trained personnel, infrastructure and platforms to sustain 65 USAF MQ-1/9 CAPs, with a surge capability to 85 CAPS.” In order to meet this requirement, the AF has increased MQ-1/9 Formal Training Units (FTU) from one location at Creech AFB, NV to a total of four locations to include: Holloman AFB, NM; March ANGB, CA; and Hancock ANGB, NY. Over the four years of the current contract’s performance, annual aircrew training requirements have grown from a student Program Flying Training (PFT) rate of approximately120 aircrew to an FY13 PFT of 450 aircrews, a 275% increase. The exercise of Option Year 4 will increase the contract value by approximately $26M and will permit the continuation of performance of the current contract while the requirement is recompeted. The NAICS code for this procurement is 611512, Flight Training. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE OFFERS and no solicitation will be issued; however, any firm that believes it can meet the requirement on 1 Oct 2012 may give written notification to the Contracting Officer. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement detailed above and at the specified date. Information received by close of business 21 Jun 2012 will be considered by the Government solely for the purpose of determining whether to conduct a competitive acquisition at this time.
