Description
Draft of Sample Wire Line Inventory Draft of Deliveries or Performance Draft of Inspection and Acceptance Draft of Initial Packaging and Marking Draft Statement of Work/Performance Work Statement. DHS/FEMA/OCPO FEMA Wire Line CONUS AND OCONUS RFP HSFEHQ-12-R-0010 Please read this entire notice carefully as it constitutes the only notice that will be issued regarding the Department of Homeland Security, Federal Emergency Management Agency (DHS/FEMA), Office of the Chief Information Officer - Advisory Multi-Step Process. DHS/FEMA intends to award multiple Indefinite Delivery/Indefinite Quantity (IDIQ) contracts. The IDIQs will be awarded using a multi-phase acquisition strategy following the guidance in FAR 15.202. The announcement begins the first phase through FedBizOpps to identify the most viable offerors. The second phase will be open to all that submitted capability statements during the first phase. The North American Industry Classification System (NAICS) Code is 517110, Wired Telecommunication Carriers. The Solicitation/Request for Proposal number is HSFE30-12-I-0036. Interested parties are invited to respond to this Pre-solicitation Notice, which is issued following the procedures described under FAR 15.202. Please note that no questions will be accepted during the first phase of the Advisory Multi-Step Process, described below. The anticipated solicitation (second phase) release date is early August 2012. Please ensure the Request for Information (RFI) number (HSFE30-12-I-0036) and program title (FEMA Wire Line CONUS AND OCONUS) is referenced on all correspondence. ADVISORY MULTI-STEP PROCESS: This advisory multi-step process is divided into two (2) phases. The First phase consists of the submission of Vendor Capability Statements, agency evaluations of the capability statements, and subsequent advisory notifications to vendors of their likelihood of being a viable competitor. The second phase consists of the solicitation, proposal evaluation, and awards. Submission of Vendor Capability Statements: Interested vendors are invited to submit Capability Statements describing the information requested in the Vendor Capability Statement Instructions below. Telephone requests for this Pre-solicitation Notice will not be honored and no prospective offeror's list shall be maintained. Vendor Capability Statements must be submitted via email to: Isaac.Chapple@fema.dhs.gov, no later than 12:00 PM, EST Wednesday, July 18, 2012. Contractors contemplating competing for this project are asked to carefully review the attached Statement of Work to make a realistic self-assessment as to their potential viability. Agency Evaluations: The Vendor Capability Statements will be evaluated based upon the areas and criteria identified in the Vendor Capability Statements Instructions below Instructions: Firms should respond to this notice by addressing the topics listed below. The total page number should not exceed twenty (20) pages, and headings and topics may be consolidated when practical. 1) Corporate History/Viability: a brief description of the company, its services, its current financial status, and its viability in support of a long-term initiative for FEMA Wire Line CONUS AND OCONUS. 2) Relevant Past Performance / Technical Capability: Identify up to three prime contract efforts of similar size, scope, and complexity as the FEMA Wire Line CONUS AND OCONUS project valued at approximately $75 Million. Provide a summary of each contract. The identified contracts can be with Federal or Commercial customers. Efforts cited should be similar to the FEMA Wire Line CONUS AND OCONUS project in the following areas: a) 2-way Dialing services(POTS; b) Intra-LATA (Local Access and Transport Area) voice and data services at T-1 (1MB) and higher bandwidths; c) DID and DOD services; d) ISDN-BRI Services; e) Off Premises Extension (OPX); f) local broadband services (DSL, Cable) and TV Broadcast Services. Please see the attached draft Performance Work Statement for details. Advisory Notifications: DHS/FEMA will issue advisory notifications stating that the respondent will either be invited to participate in the resultant acquisition, or based on the information submitted, the respondent is unlikely to be a viable competitor. As explained in FAR 15.202(b), Advisory Multi-Step Process, The agency shall inform all respondents that, notwithstanding the advice provided by the Government in response to their submissions, they may participate in the resultant acquisition. The second phase - Solicitation, Proposal Evaluation and Award of multiple award Indefinite Delivery/Indefinite Quantity (IDIQ) contracts. This phase will be initiated by issuing a formal RFP; offeror's will be required to submit a detailed technical proposal, cost proposal, and past performance, along with, a management plan. The Government only expects capability statements from qualified prime contractors. The capabilities of any potential sub-contractors or partner's will not be accepted. Please note the solicitation under the second phase will not be posted on FedBizOpps but emailed only to those companies which submit capability statements during phase one.
