Description
V-22 Internally Transportable Vehicle Contracting Office Address U.S. Special Operations Command, Headquarters Procurement Division, 7701 Tampa Point Blvd, MacDill AFB, FL 33621-5323 Subject Notice The purpose of this sources sought is to gain market information on Non Developmental Items (NDI) capabilities that can meet the required performance attributes described below. Description The United States Special Operations Command (USSOCOM), Directorate of Procurement, may have a requirement to purchase a Non Developmental Item (NDI) vehicle(s). This vehicle will be a highly mobile, V-22 transportable platform with associated manuals, operator training, and one year of Field Service Representative (FSR) and sustainment support to include spares and consumables. This procurement will likely be accomplished utilizing a Firm-Fixed-Price contract award. This request for information does not constitute a commitment, implied or otherwise, that a procurement action will be issued. This notice shall not be construed as a Request for Proposal (RFP) or as an obligation on the part of the Government. No entitlement to payment will arise as a result of the submission of contractor information. No other program information related to total dollars available, total quantity of vehicles authorized, or timeline for official solicitation is available at this time. Respondents to this sources sought should identify their NDI vehicle and document if the vehicle "is" or "is not" V-22 air certified. The respondent should also identify if their NDI vehicle is on a GSA Multiple Award Schedule (MAS). If available on GSA MAS, identify the schedule number. The V-22 Internal Transportable Vehicle (ITV) program has Required Performance Attributes (RPA) that must be met. These RPAs are as follows: 1. Transportability. The vehicle shall be Internally Air Transportable (IAT) by a V-22 at its Gross Vehicle Flight Weight (GVFW). The vehicle's GVFW is defined as the total weight of the vehicle when adding the Vehicle Curb Weight (VCW) and the weight of the Critical Flight Mission Payload (CFMP). The CFMP has a 1,000 lb (T) and a 2,000 lb (O). 2. Casualty Transport. The vehicle shall be configured to carry three (3) litters (T), six (6) litters (O), attached to the framework of the vehicle such that the casualties will not extend horizontally outside the vehicle and rescue personnel will have access to all patients. 3. Survivability. The vehicle shall provide an integrated structure with crush resistant roll cage to support 100% of the Gross Vehicle Weight (GVW) over primary occupants (T), 150% (O). 4. Range. The vehicle at GVW shall be capable of traveling 350 miles (T), 450 miles (O), at 45 mph on level paved roads using organic fuel tank(s), without refuel, and exclusive of onboard fuel storage cans. 5. Fuel. The vehicle shall operate on standard U.S. military fuels (JP-8) (T), JP-8 and low sulfur (commercial diesel) fuels (O). 6. V-22 Entry / Exit Speed. The vehicle shall drive onto the V-22 (nose forward) in 60 sec (T), 30 sec (O); shall be able to exit the aircraft after the tie-downs have been released in 60 sec (T), 30 sec (O). 7. Weapons Mount. The vehicle shall include a field installable weapon station mount which has the ability to universally accept the following weapons with 360 degree traverse: M2.50 Caliber Machine Gun, M240 Machine Gun, M249 Squad Automatic Weapon, MK-19 Grenade Launcher, and MK-47 Advanced Lightweight Grenade Launcher (T); add MK46 5.56 Lightweight Machine Gun, and MK-48 7.62 Lightweight Machine Gun (O). 8. Primary Weapons Readiness. Vehicle shall be ready to fire the primary weapon 60 sec (T), 30 sec (O) after exiting the V-22 with a maximum of two operators completing the task. 9. Recovery Measures. a. Winch and Mount. Shall allow vehicle self recovery (T=O) b. Run Flat Tires. Shall allow vehicle at 0 psi to travel 10 miles on trails at 15 mph (T), 25 mph (O). 10. Mobility Profile. a. Mission Profile. Vehicle shall have a mission profile of 40% cross country, 30% trails, 20% secondary roads, and 10% primary roads. b. Tractive Effort. Vehicle shall have a 4x4 4WD drive train which provide a tractive effort/weight equal to or better than 0.53 on a hard dry, level surface (T=O). c. Mobility. The vehicle shall be able to transverse a 60% slope both in the forward and reverse direction at a constant speed, stop, shut off engine, restart engine, and continue on grade with no loss of stability. d. Turning. The vehicle shall execute a 180 degree turn within 50 feet (T), 36 feet (O), curb to curb. e. Vertical Step. Vehicle shall be able to negotiate a vertical step of 14 inches (T), 18 inches (O), utilizing a forward or reverse straight-on approach without sustaining damage that renders the vehicle unfit to complete the mission. f. Fording. Vehicle shall be able to ford salt or fresh water to a depth of 30 inches (T), 36 inches (O), at 5 mph. g. Speed. Vehicle shall have a top speed of 65 MPH (T), 75 MPH (O) at GVW on a paved road; and a crawl speed not to exceed 3 MPH (T=O). h. Approach Angle. Vehicle shall have an approach angle to an obstacle of not less than 50 degrees (T), 75 degrees (O). i. Departure Angle. Vehicle shall have a departure angle of not less than 45 degrees (T), 75 degrees (O). 11. Seating. Vehicle shall have seating for a minimum of one driver and two passengers, with an additional field removable seat for the gunner (sling seat acceptable for the gunner). All seats shall be removable and interchangeable (excluding the driver and gunner seats) with BII tools (T), without tools (O). All seats (excluding the gunner seat) shall be equipped with an independent five point harness with a quick release Link latch. 12. Blackout Drive. Vehicle shall be capable of being operated in a blackout drive environment, equipped with night vision compatible operating systems, controls, gauges, displays and exterior lights. A single point (switch/button) blackout control device, which when engaged, prevents visible light, audible alarms, or horns from being inadvertently emitted. 13. C4ISR System. Vehicle shall have one electrical cable connector in the front seat area that will supply power to manpack radios. 14. Silent Watch. Vehicle shall be capable, with the engine off, of providing continuous electrical power to operate one (1) manpack radio for four (4) hours (T), twelve (12) hours (O), with a Power Management System to prevent discharging the starter system beyond the capability of restarting the engine under operational conditions after the Silent Watch period (T), capable of charging the batteries to allow another period of Silent Watch by idling the vehicle in a stationary position for no more than 30 minutes (O). 15. Casualty Transport Survivability. a. Casualty Survivability Coverage. Vehicle shall be configurable with a roll over structure that provides litter patients upper torso protection (T), whole body protection (O). b. Casualty Survivability Protection. Vehicle shall be configurable with a roll over structure that provides protection for the litter patients that will support 100% of the GVW (operator in standing position is exempt) (T), 150% GVW (O).
