- This is a Request for Information (RFI) only. This RFI is for informational planning purposes only and it is not to be construed as a commitment by the Government for any actual procurement of materials, machinery, or services. This notice does not constitute a solicitation or a promise of a solicitation in the future. This RFI does not commit the Government to contract for any supply or service. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI are solely at the responding parties' expense. Respondents are solely responsible for properly marking and clearly identifying any proprietary information or trade secrets contained within their response. The Government will not be liable for, or suffer any consequential damages for any proprietary information not properly marked and clearly identified. Proprietary information received in response to this RFI will be safeguarded and handled in accordance with applicable Government regulations. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract or agreement. The BEP will not be obligated to pursue any particular acquisition alternative as a result of this RFI. Responses to the RFI will not be returned. Not responding to this RFI does not preclude participation in any future solicitation, if one is issued. The U. S. Department of the Treasury, Bureau of Engraving and Printing (BEP), is interested in obtaining information about various IR-variable inks with potential application as machine-readable features on future generations of U. S. currency. An IR-variable ink is defined as an ink wherein its respective absorption/reflection spectrum in the near-infrared (NIR) region of the spectrum contains spectral features - in contrast to one having a relatively flat spectral response - but is not limited to any particular visual color. Proposed IR-variable inks should be novel but may be based on commercially available materials. The inks may have other characteristics not related to its NIR spectral response such as magnetic properties, fluorescence, etc. In fact, any additional effects will be considered a plus for any given ink. An effective IR-variable ink should be: A. one with an absorption/reflection spectrum in the NIR that is not flat B. useful for printing methods used in security printing, e.g., intaglio, offset, letterpress, screen and others C. readable by a discriminating standalone detection system D. resistant to simulation or duplication, both in terms of material and spectral response The responses are limited to 10 pages in Microsoft windows compatible software. Responses to contain the following information: 1. the name of the ink and its visual color 2. its respective absorption/reflection spectrum ranging from, at minimum, 400 - 1700 nm 3. a description of the measurement methodology for #2 4. any further information about the characteristics of the ink and other additives which may be used with the ink 5. a brief summary of the security of the ink relative to simulation and duplication and why, and 6. any number of responses of ink examples may be submitted 7. Company name, point of contact, web site, email, and telephone number 8. Business size classification 9. DUNS number No actual ink materials or chemicals are requested at this time. The submitted responses will be reviewed for inherent and relative effectiveness as a security feature. Future assessments may include compatibility with design and production factors, durability, environmental acceptability, health and safety and other processing requirements. The Bureau may submit offered technologies to outside technical experts under government contracts for their evaluation subject to the approval of the submitting party. Previously submitted materials or technologies need not be resubmitted.
