************************************* This announcement constitutes a sources sought synopsis -this is not a request for proposal. This synopsis is not to be construed as a commitment on the part of the Government to award a contract nor does the Government intend to directly pay for any information of responses submitted as the result of this synopsis. Along with the Marine Corps and the Coast Guard, the United States Air Force is investigating the feasibility of starting a five-year C-130J Multiyear Procurement program in 2014. If feasible, the Department of the Air Force, Air Force Materiel Command (AFMC), Aeronautical Systems Center (ASC), Mobility Directorate (ASC/WL), Tactical Airlift Division (ASC/WLN), C-130J Branch (ASC/WLNN), Wright-Patterson Air Force Base, Ohio (WPAFB) intends to acquire, on a sole-source basis, C-130J and C-130J derivative aircraft at potential buy rates exceeding twenty 20 aircraft per year and related support equipment, spare parts, technical and engineering data, interim contractor support, technical manuals, training, and world-wide logistic and deployment support from Lockheed Martin Aeronautics - Marietta. It is contemplated that any potential multi-year contract would be awarded in 2014 with aircraft deliveries occurring between 2016-2020. Interested sources capable of meeting the requirements stated above shall fully identify their interest and submit, in writing, information documenting their qualifications and capabilities to meet the requirements stated above within 15 days after publication of this synopsis. The response should be concise, program specific and include all of the following areas: (1) possess program management, fabrication/assembly, and quality assurance personnel; (2) possess the material, engineering, factory and flight test equipment and physical facilities; (3) be a responsible contractor with demonstrated recent total aircraft system responsibility; (4) be capable of delivering qualified aircraft in accordance with the above schedule; and (5) include in their response to this notice evidence of these capabilities. Responders shall also indicate their size status in relation to National American Industry Classification System (NAICS) code 336411. Note that the production of the supplies listed requires a substantial initial investment or an extended period of preparation for manufacture. TECHNICAL DATA IS NOT AVAILABLE FOR THESE REQUIREMENTS The National American Industry Classification System (NAICS) code for this procurement action is 336411. Please indicate number of employees relative to the size standard of 1,500 for determination of small business status. Responders shall include their assigned Data Universal Numbering System (DUNS) number and their Commercial and Government Entity (CAGE) code. An Ombudsman has been established for this acquisition. The only purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels to communicate his concern during the proposal development phase of this acquisition. Potential sources should use established channels to request information, pose questions, and voice concerns before resorting to use of the Ombudsman.
