Description
The Army Contracting Command New Jersey, Picatinny Arsenal, NJ 07806-5000 anticipates issuing a Request for Proposal (RFP) for the manufacture of 120mm Mortar Cartridge High Explosive (HE), Full Range Practice(FRP), and Smoke Shell Bodies on behalf of the Office of the Project Manager Combat Ammunition Systems on or about July 6, 2012. The Government plans on awarding one Firm-Fixed price contract to the offeror that represents the best value to the Government, based on Lowest Price Technically Acceptable source selection methodology. The contract will consist of a base award and four (4) option exercise periods for a total contract period of five (5) years. Offerors must be able to produce at a rate of 10,000 per month for the HE and FRP bodies and 1,000 per month for the Smoke bodies. The U.S. Government plans on restricting this requirement to U.S. and Canadian sources in accordance with FAR 6.302-3(a)(2)(i) - Industrial mobilization; engineering, developmental, or research capability; or expert services. A Technical Data Package (TDP) will be an attachment to the solicitation and will be marked with a "Distribution D" restrictive marking which limits distribution to Department of Defense and U.S. DoD contractors. This TDP may contain technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., Sec 2751, et seq.) or the Export Administration Act of 1979 (Title 50, U.S.C., App. 2401 et seq), as amended. Violations of these export laws are subject to criminal penalties. In order to obtain copies of the Distribution D Technical Data Packages (TDPs), offerors must mail/e-mail the following documents to the Point of Contact below: Signed and approved DD Form 2345 Military Critical Technical Data Agreement U.S. Government Non-Disclosure / Non-Use Agreement Completed and signed AMSTA-AR Form 1350 Technical Data Request Questionnaire Copies of the forms are included as attachments to this synopsis. The TDPs will be released upon receipt of all of the complete forms. This notice does not constitute a formal Request for Proposal (RFP), nor is the Government obligated to issue an RFP.
