- Description
- 1. Introduction The U.S. Air Force's Electronics Systems Center (ESC) is requesting information from potential sources to support market research for the Tactical Air Control Party Modernization (TACP-M) Mobile Communications System (MCS). Responsible sources with experience in producing and integrating tactical battlefield communications equipment into combat vehicles are requested to respond. The MCS is a potential effort within the Air Force's TACP-M program. MCS will provide TACPs with critical, vehicle-mounted voice and data communications required for command and control (C2) to plan, request, coordinate, and conduct terminal attack control of strike aircraft executing joint close air support (CAS) missions while the TACPs are "on-the-move" and "at-the-halt" in support of Army ground force maneuver operations. The MCS capability allows mounted TACPs to communicate with aircraft, higher echelons, fire support, and other command and C2 centers over tactical communications networks. The first increment of MCS is planned to be fielded in the 2016-17 timeframe. MCS Increment 1 is expected to be integrated into TACP armored M1165 High Mobility Multipurpose Wheeled Vehicles (HMMWVs) that have not already been integrated with the TACP Mounted Communications Package (MCP), which is being fielded in the 2013-2016 timeframe. Follow-on MCS increments may be integrated into future tactical vehicles, such as the Joint Light Tactical Vehicle (JLTV), and may consist of different levels of capability based on the supported operational concept. NOTE: This request for information is for market research and planning purposes only and does not constitute an Invitation for Bid (IFB) or a Request for Proposal (RFP). 2. Screening Criteria The Government seeks potential solutions that satisfy the following general screening criteria: a. Mountable in an M1165 HMMWV. b. Supports voice and data communications. c. Supports UHF/AM line of sight (LOS), VHF/AM LOS, UHF SATCOM, and SINCGARS communications. d. Supports NSA-certified Type 1 encryption. e. Supports Full-Motion Video Reception capability. 3. Information Requested The Government requests responsible sources provide the below information. Respondents may provide existing product fact sheets, specification sheets, brochures, etc. that provide the information and do not need to repeat the information in their main response unless clarification is required. a. Specific solutions (systems/components) that could meet all or most of the screening criteria above. b. Size, weight, power, and cooling requirements. c. Functional, performance (e.g., power, range), interface, and environmental characteristics. d. Supported waveforms, protocols, and data rates. e. System architecture characteristics, such as modularity and expandability. f. Simultaneous multi-channel communications capabilities. g. Radio control capability over IP via software applications. h. Remote control capability from outside the vehicle. i. Development/production status (e.g., delivery schedule from receipt of order). 4. Response Submission The Government requests that interested responsible potential sources submit an electronic response in MS Word or Adobe PDF format of not more than ten (10) single-sided pages, 8.5" x 11" paper, 12 point, Times New Roman font, with one (1) inch margins all around. Existing product fact sheets, specification sheets, brochures, etc. may be provided without a page limit. All responses shall be UNCLASSIFIED. Submit your response, including business size classification, via e-mail to walter.ronten@hanscom.af.mil and include your company/firm name, address, CAGE code, point of contact, phone, and email address. Responses must be received no later than 4:00 PM (Eastern Time) on 20 July 2012. Disclaimer THIS NOTICE IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE AIR FORCE TO ISSUE A SOLICITATION OR ULTIMATELY AWARD A CONTRACT. In accordance with FAR 15.201(e), responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. The Government shall not pay for the information solicited or recognize any costs associated with the submission of responses. The purpose of the notice is to provide an opportunity for industry to enhance the success of any future procurement for these products. Any information obtained as a result of this notice is intended to be used by the Government on a non-attribution basis for program planning and market research. By submitting information in response to this notice, submitters consent to the release and dissemination of submitted information to any Government or non-Government entity to which the Electronic Systems Center releases and disseminates the information for review. As such, to the extent that any information submitted in response to this notice is marked as, or construed to be proprietary or business-sensitive, submitters are hereby notified (a) about the potentiality that such information submitted may be disclosed to third parties, and (b) that submission of information in response to this notice constitutes consent to such handling and disclosure of submitted information. This notice is being used to obtain information for planning purposes only, and the Government does not presently intend to award a contract at this time. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
