- The purpose of this solicitation is to provide potential offerors the Request for Proposal on behalf of the U.S. Environmental Protection Agency (EPA), Office of Acquisition Management's (OAM's) contemplates award of a Fixed-Rate/Indefinite Delivery Indefinite Quantity (IDIQ) Time-and-Materials type contract resulting from this solicitation. This solicitation intends to award two (2) contracts with competing Task Orders. One contract will be set aside for a qualified small business award and at least one contract will be awarded using full and open competition. If no qualified Small Businesses are found, then the Government reserves the right to award two (2) contracts to qualified large businesses. The anticipated ordering period includes a twelve (12) month Base Period, and four (4), 12 month Option Periods with a maximum potential ordering period totaling sixty (60) months. The contractor shall perform in accordance with all environmental statutes as applicable (e.g., Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), Superfund Amendments Reauthorization Act (SARA), Resource Conservation and Recovery Act (RCRA) Corrective Action, Oil Pollution Act (OPA), Leaking Underground Storage Tanks (LUST), or successor statutes and regulatory programs. These services will primarily be provided within EPA's regional offices located in regions 4 (Atlanta, GA), 5 (Chicago, IL), and 6 (Dallas, TX). The NAICS code for this acquisition is 541620, Environmental Consulting Services, with a size standard of $14 Million in gross annual receipts or income. This procurement will be conducted under Federal Acquisition Regulation (FAR) Part 15 - Contracting by Negotiation. Contract award will be made using a best value approach, with technical capability being of greater importance than cost or price.
