- SOURCES SOUGHT SYNOPSIS: THIS IS NOT A SOLICITATION: No award will be made as a result of this request. This request is for informational purposes only; this is not a Request for Proposal (RFP). All interested parties are encouraged to respond to this RFI. The Government will not pay for information and materials received in response to this Sources Sought and is in no way obligated by the information received. 1. SCOPE: Background: The mission of the U.S. Army Rapid Equipping Force (REF) is to rapidly increase mission capability while reducing risk to Soldiers and others by equipping operational commanders with Commercial or Government Off-the-Shelf (COTS or GOTS) solutions or near-term developmental items that can be researched, developed, and acquired quickly. The REF receives requirements from operational commanders in war zones setting forth the capabilities needed. The REF is chartered by the Senior Army leadership to provide material solutions to meet these requirements in a significantly reduced timeline compared to traditional Department of Defense acquisition time periods. The purpose of this Sources Sought is to obtain potential solutions to provide Large Capacity Ammunition Carriage Systems to the war fighter. Experience and information obtained from this request for information will be provided to Army Product Manager REF who will evaluate the information and feasibility of issuing a procurement action to resolve the stated problem. 2.REQUIREMENTS The REF has a requirement for twenty-four (24) Large Capacity Ammunition Carriage Systems in accordance with the following minimum physical, functional, salient characteristics: The Large Capacity Ammunition Backpacks shall consists of a Modular Lightweight Load-carrying Equipment (MOLLE)- II Medium pack frame, harness, and suspension system and an ammunition compartment constructed of 1/8-inch high density polycarbonate plastic encased in 1000 denier cordura nylon fabric. The ammunition compartment shall measure 3.5-in x 10.5-in x 13.5-in and incorporates a stainless steel bracket for attachment of a Common Remotely Operated Weapon Station (CROWS) ammunition feed chute assembly. The bracket shall be secured to the ammunition compartment with standard 5/32-in rivets. The ammunition compartment shall be capable of holding 425 rounds of linked 7.62mm ball ammunition, with an additional 60-70 rounds in the ammunition feed chute assembly. The ammunition compartment shall have a vertical baffle to control the lateral movement of ammunition and improve the flow of ammunition into the feed chute assembly. The baffle, constructed of high density poly carbonate plastic, is located in the center of the ammunition compartment. The baffle shall be approximately 1/8-in thick and rises approximately 10.5-in from the bottom of the ammunition compartment. A simple Velcro strap shall be used to maintain positive control of the belted ammunition during dismounted movement. The backpack shall have a nylon cover which is closed and secured using Velcro. The nylon covering shall utilize the Operational Camouflage Pattern (OCP) to match the pattern worn by most Soldiers in the intended theater of operations. The outside of the backpack shall incorporate the MOLLE attachment points to accommodate standard MOLLE sustainment pouches. The LCAC system shall provide two MOLLE sustainment pouches. One pouch shall be a detachable MOLLE sustainment pouch and the other pouch shall be built into the assembly. Each pouch provides approximately 300 cubic inches of storage capacity for the Soldier. When the LCAC is loaded with 500 rounds of linked 7.62mm ammunition, the approximate weight of the pack shall be 44 pounds (35 pounds for the ammunition and 9 pounds for the ammunition units including the feed chute). 3.0DELIVERABLES Specific information in industry capability to produce a system that can meet the requirements identified in Paragraph two (2) above, or otherwise solves the problem of lightening the Soldiers load. This is NOT a Request for Proposal. Companies who desire to participate in this market survey are encouraged to submit a white paper which supports the company's claim that it presently has the technology, qualifications, and capabilities to satisfy one or more of the performance and technical objectives described above. The white paper shall discuss the company's ability to develop and or provide existing technologies to provide the Large Capacity Ammunition Carriage systems and provide a Rough Order of Magnitude (ROM) price and its anticipated delivery for the solution proposed. Required in the white paper is the delivery timeframe to the Government. The white paper should also discuss related company experience and include point(s) of contact. The white paper should be prepared in MS Word, limited to ten (10) pages, and submitted electronically to the contracting specialist at bonita.m.zander.civ@us.army.mil. The company shall be responsible for any costs associated with preparing responses to this market research. All requests for further information must be made in writing or via email; telephone requests for additional information will not be honored within 15 business days of the request date. The government will review submissions as they are received. The government reserves the right to close this Sources Sought Synopsis once they have received adequate response(s).
