- AMENDMENT 3 TO POSTING: "The amount of helium we need is 4,960 scf. per month, which equates to three of the 300-size six packs per month. Over a twelve month period, we need a total of 59,520 scf. of helium (a quantity of 34 of the 300-size six packs)." All costs will be included in the quote, weather delivery charge, hazmat, rental, and any others which would normally be incurred as normal business practices for this requirement, if any left off. AMENDMENT 2 TO POSTING: DUE TO GOOGLE EMAIL NOT PROCESSING AN EMAIL WITH A QUOTE TO ME, I WAS UNDER THE BELIEF NO SMALL BUSINESSES HAD QUOTED. COMBINED SYNOPSIS/SOLICITATION HELIUM DELIVERY AND CYLINDER RENTAL COMPRESSED HELIUM DELIVERED ON AN AS-NEEDED BASIS TO THE NATIONAL WEATHER SERVICE FORECAST OFFICE LOCATED IN TUCSON, AZ. (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number NWWT92274-12-03791SRG. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-59. (IV) This procurement is SMALL BUSINESS ONLY. The associated NAICS code is 325120. The business size standard is 1,000 employees. (V) This combined solicitation/synopsis is for purchase of the following commercial products: CLIN 0001 - HELIUM DELIVERY AND CYLINDER RENTAL COMPRESSED HELIUM DELIVERED (VI) Description of requirements is as follows: TOTAL COST - NEEDED IS AN ESTIMATE FOR 12 MONTHS OF DELIVERIES. THIS AMOUNT MAY VARY DEPENDING ON ACTUAL NUMBER OF BALLOON LAUNCHES THROUGHOUT THE PERIOD OF PERFORMANCE. FIRM-FIXED PRICE, BILLING MONTHLY IN ARREARS. BACKGROUND THE NATIONAL WEATHER SERVICE IN TUCSON, ARIZONA LAUNCHES WEATHER BALLOONS ROUTINELY TWICE A DAY AT 4AM AND 4PM MST. EACH BALLOON CONTAINS APPROXIMATELY 80 CUBIC FEET (CF) OF HELIUM. INSTRUMENTATION IS ATTACHED TO EACH BALLOON WHICH PROVIDES MEASUREMENTS OF TEMPERATURE, HUMIDITY, WIND SPEED AND DIRECTION, AND HEIGHT. THIS DATA IS TRANSMITTED WORLDWIDE AND USED TO MAKE WEATHER FORECASTS OUT TO 10 DAYS. THE NATIONAL WEATHER SERVICE IS A 24 HOUR, 365 DAY OPERATION, AND IS A PUBLIC SAFETY AGENCY. THE PRIMARY MISSION OF THE NATIONAL WEATHER SERVICE IS THE PROTECTION OF LIFE AND PROPERTY. OBJECTIVE THE CONTRACTOR SHALL BE RESPONSIBLE FOR SATISFACTORILY DELIVERING AN ADEQUATE SUPPLY OF HELIUM TO LAUNCH WEATHER BALLOONS AT THE NATIONAL WEATHER SERVICE OFFICE LOCATED IN TUCSON, ARIZONA. SCOPE THE CONTRACTOR IS RESPONSIBLE FOR SUPPLYING HELIUM TO THE SINGLE NATIONAL WEATHER SERVICE OFFICE LOCATED IN TUCSON, AZ. DELIVERY THE CONTRACTOR SHALL FURNISH THREE 6-PACKS OF HELIUM (1200 CF OR MORE IN EACH 6-PACK) ON JULY 1, 2012. THEREAFTER, THE NATIONAL WEATHER SERVICE WILL CONTACT THE CONTRACTOR WHEN TWO 6-PACKS ARE EMPTY, AND REQUEST THE PICKUP OF THE TWO EMPTY 6-PACKS AND DELIVERY OF TWO FULL 6-PACKS OF HELIUM. THE CONTRACTOR SHALL PERFORM THE PICKUP AND DELIVERY IN THE SAME TRIP, WITHIN TWO BUSINESS DAYS OF BEING CONTACTED. THE CONTRACTOR SHALL PERFORM THE DELIVERIES IN SUCH A MANNER THAT THERE WILL BE MINIMAL INTERRUPTION TO OR INTERFERENCE WITH THE NORMAL OPERATION OF GOVERNMENT BUSINESS ON THE PREMISES. A LOADING AND UNLOADING AREA IS AVAILABLE AT THIS LOCATION SUCH THAT A 6-PACK CAN BE ROLLED FROM A TRUCK LIFT GATE TO ITS DELIVERY POINT. THE CONTRACTOR SHALL CONTACT NATIONAL WEATHER SERVICE PERSONNEL AT THIS LOCATION WHEN A DELIVERY IS OCCURRING. THE GOVERNMENT WILL PROVIDE AMPLE SPACE AT THE DELIVERY POINT TO STORE THREE 6-PACKS OF HELIUM CYLINDERS. ADDITIONALLY, SPACE WILL BE AVAILABLE AT THE DELIVERY POINT TO ENSURE TWO 6-PACKS CAN BE ROLLED FROM THE DELIVERY POINT TO A TRUCK LIFT GATE AND VICE VERSA. "Major helium requirement" means an estimated refined helium requirement greater than 200,000 standard cubic feet (scf) (measured at 14.7 pounds per square inch absolute pressure and 70 degrees Fahrenheit temperature) of gaseous helium or 7510 liters of liquid helium delivered to a helium use location per year. (b) Requirements- (1) Contractors must purchase major helium requirements from Federal helium suppliers, to the extent that supplies are available. (2) The Contractor shall provide to the Contracting Officer the following data within 10 days after the Contractor or subcontractor receives a delivery of helium from a Federal helium supplier- (i) The name of the supplier; (ii) The amount of helium purchased; (iii) The delivery date(s); and (iv) The location where the helium was used.
