Description
ITEM 0001: NSN: N/A- not stock listed. Part Number: N/A, Passive Attack Display (PAD). The PAD consists of one Line Replaceable Unit (LRU) that provides a 8x6 inch viewing area Active Matrix Liquid Crystal Display (AMLCD) screen in landscape format providing a 1024x768 resolution that is compatible with the F-15C/D Night Vision Imaging System (NVIS) in accordance with MIL-STD-3009. The PAD shall provide the capability to display three separate NTSC video sources (vid1, vid2, vid3) in EIA RS-170A format, in a 1:1 aspect ratio, on its display simultaneously. The PAD shall also generate and present symbology, either independently or overlaid on the vid1 video source, derived from external serial and discrete signals defined herein. In addition, the PAD shall have a minimum of 24 peripheral push-buttons that permit pilot interaction with other aircraft systems via a MIL-STD-1553B interface). Materials: Various The PAD shall be designed in accordance with the requirements of specification 201122867, which includes requirements covering all operating, non-operating, and storage conditions. A single award Indefinite Delivery Indefinite Quantity (IDIQ) contract is contemplated. Basic ordering period is for 170 (min)- 191 (max) EA. A First Article of 2 EA is required, which will ultimately be part of production quantity. Also included are two (2) Option Ordering Periods. Option I Ordering Period may be exercised within 365 days after award of basic, 1-75 EA. Option II Ordering Period may be exercised within 720 days after award of basic, 1-40 EA. DELIVERY: ITEM 0001: First Article Delivery is due 180 days ARO. Upon approval of First Article remaining units to be delivered at 10 units per month until completion. Delivery of Option Ordering Period I: 10 units per month, starting NLT 180 days ARO. Delivery of Option Ordering Period II: 10 units per month, starting NLT 180 days ARO. FOB: DESTINATION INSPECTION: SOURCE ACCEPTANCE: DESTINATION PACKAGING: In accordance with MIL-STD-20731D, Standard Practice for Military Packaging. Drawings will be made available online when the RFP is posted. The approximate RFP issue date will be 05 Jul 2012; proposals are due 06 Aug 2012. Electronic procedures will be used for this solicitation at www.fedbizopps.gov only. NO TELEPHONE REQUESTS WILL BE HONORED and no hard copies will be mailed out. Offerors shall prepare their proposals in accordance with mandatory, explicit, and detailed instructions contained in the RFP. The Government will evaluate past performance utilizing the Past Performance Information Retrieval System (PPIRS), for purpose of contractor responsibility only. Proposals will be evaluated and award made in accordance with the evaluation criteria stated in the RFP. OFFERORS ARE STRONGLY ENCOURAGED TO REVIEW RATINGS IN PPIRS FOR ACCURACY AS SOON AS POSSIBLE. This is a small-business set-aside. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Source selection method will be Lowest Price Technically Acceptable (LPTA). All questions regarding the RFP and /or the data packages must be submitted in writing to Oya.Harrison@robins.af.mil with copy to Katherine.Whelchel@robins.af.mil. NO TELEPHONE QUESTIONS. Offerors are encouraged to register to receive notification for solicitation and all amendments/revisions and to check the FEDBIZOPPS site prior to submission of proposal.
