Description
Draft Solicitation Pour Down Facility Notice of intent to conduct Industry Day. The Government plans to hold an industry day on 28 June 2012. Please see attachments for instructions and additional information. Please reference attached draft solicitation. The Government intends to solicit and award this requirement as a 100% Small Business Set-Aside. Please direct any communications regarding this notice to Ben.Crosby@hill.af.mil, 801-586-8614. NOTE: The solicitation number used in FBO is incorrect. The solicitation number that will be used on future documents is FA8224-12-R-0027 This announcement constitutes a sources sought synopsis for purposes of conducting market research. Market Research is being conducted to seek qualified contractors with the skills, knowledge, and resources required to complete this effort. The Government is seeking qualified contractors to support the management of ordering, receiving, pouring-down, transporting, distributing, and disposing of Hazardous Materials (HAZMAT). These pour-down (decanting) and HAZMAT facility management services shall be conducted in Building 256 delivering HAZMAT to production lines in the 309th Maintenance Groups on Hill Air Force Base, Utah. The Air Force is in the process of preparing documentation to issue a competitive request for proposal. This sources sought synopsis is for information and budget planning only and does not constitute a solicitation, nor is it to be construed as a commitment by the Government. The results of this sources sought announcement and other market research will assist the government in determining competitive strategies. 1. Purpose: The government intends to award a three to five year contract for these services that include a ‘pour-down’ of HAZMAT to size containers usable on aircraft and aircraft component maintenance lines, to distribute these products, and to recycle or dispose of the products in compliance with Occupational Safety & Health Administration (OSHA), EPA and Air Force standards. A formal solicitation will be made available approximately March/April 2012 with the services estimated to begin July to November 2012. These services are currently being provided by EM-Assist, Inc. under contract FA8201-09-D-0006. 2. Information for Interested Parties: Subject to the Government's consideration, a viable source qualified to provide the requisite services should submit a detailed response to the attached ‘Capability Questionnaire’. A draft of the Performance Work Statement (PWS) is also attached for reference. 3. Other Information: The North American Industry Classification System (NAICS) code for this acquisition is 561210 -- Facilities Support Services. Respondents may suggest other NAICS codes that apply to these types of services. Respondents to this announcement should indicate whether they are a small business, 8(a) concern, veteran-owned small business, service-disabled veteran-owned small business, HUB Zone small business, small disadvantaged business, women-owned small business, or historically black college or university (HBCU) or minority institution (MI) (as defined by the clause at DFARS 252.226-7000). This notice of intent is not a request for competitive proposals. The Air Force will not pay for either the effort or the associated costs to respond, or for any information provided.
