Description
NOTICE OF PROPOSED CONTRACT ACTION (NOPCA). The Cryptologic Systems Division (CPSD) Contracting Branch, HNCKA, Lackland AFB intends to award on a sole source basis a firm-fixed-price (FFP) contract to procure sixty (60) each of 1) SafeNet's Space qualified Communication Security (COMSEC) KIV-7MS ground unit. Details of this ground unit are as follows: KIV-7MS; Weight: approx. 5lbs, Height: 1.71 in, Depth: 11.02 in, Width: 5.88 in and 2) thirty (30) each KIV-7MS 2-slot rack mount assembly (power source to operate the KIV-7MS device). The COMSEC equipment mentioned above was developed by the Original Equipment Manufacturer (OEM), SafeNet Government Solutions, LLC, 359 Van Ness Way, Torrance, CA 90501; Cage Code: 6S598, as a proprietary product. The government intends to solicit and negotiate with only one source IAW 10.U.S.C. 2304(c) (1) as implemented by FAR 6.302-1, only one (1) responsible source. The Air Force does not have complete technical data or drawing packages to include specifications to compete this requirement. The lack of complete specifications, schematics/drawings and parts lists precludes the use of Full and Open Competition procedures. An ESC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman, concerned parties should first address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer for consideration. IAW AFFARS 5352.201-9101, the ability to contact an Ombudsman, will be included in this acquisition's solicitation and contract. Interested firms must indicate whether they are a large, small, and small-disadvantaged, 8(a), or women owned business and whether they are U.S. or foreign owned.
