- FOR ALL INFORMATION PLEASE CONTACT: Larran Frasier 443-395-7005 larran.w.frasier.ctr@mail.mil The U.S. Government is seeking sources for Advanced Field Artillery Tactical Data System (AFATDS) for potential Foreign Military Sales (FMS). The purpose of this Market Research is to identify interested sources that can manufacture and deliver the Advanced Field Artillery Tactical Data System (AFATDS) which includes system engineering, software engineering, testing, training, logistics and FSR support. The Government intends to award a follow-on IDIQ contract of DAAB07-010-D-M013 to the qualified contractor. Description/Requirements: AFATDS is a multi-service (USA/USMC/USN), automated Command and Control and Communications system that provides automated fire support and coordination to all the services. AFATDS is composed of Common Hardware/Software employed in varying configurations at different operational facilities or nodes and unique system software interconnected by tactical communications in the form of software driven, automated network. The AFATDS totals 2.8 million source lines of code that is a mix of approximately 93% Ada, 5% Java and the remaining in C and C++. The AFATDS server encompasses seventeen computer software configuration items (CSCI) and is hosted on the Defense Information Infrastructure (DII) Common Operating Environment (COE). AFATDS adheres to more than thirty-six different processing standards, twenty different human-computer interface standards and fifty different data transport standards; AFATDS interoperates with more than seventy other Army, Joint and Coalition systems. AFATDS operates at SECRET classification level and requires compliance with the DOD Information Assurance Certification and Accreditation Program (DIACAP). The contractor tasked to accomplish this effort must possess an in-depth subject matter expertise in the fire support domain, and possess thorough knowledge of the system architecture, software architecture and code for AFATDS, EMT and SISTIM systems in order to modify and enhance these systems for Foreign Military Sale (FMS). The contractor must also possess expertise and experience in working with international countries. The AFATDS FMS implementation schedule is extremely challenging. AFATDS FMS customers typically request to have the products completed, tested and delivered within 12 months after the award of the contract. The contractor must possess product specific expertise, domain experience, and demonstrate the ability to accomplish the FMS tasks within the time constraints. In addition to the expertise described above, the contractor must be able to support all technical, operational, safety, interoperability and security testing, be able to provide the requisite training support to the international country either at CONUS and/or OCONUS. Reponses are limited to the Desired Capabilities; like and similar items are not acceptable.
