- Date:June 21, 2012 Subject: Government Response to Request for Information, Number 1 Solicitation: VA251-12-Q-0261 1.What type of window assessment is required - visual inspection, water test, or negative air. 1.1.A negative air test on 10% of the 50 windows should be conducted to establish a baseline of deficiencies. 1.2.Visual inspection of the remaining windows will be acceptable. 2.Cost analysis is to be prepared for what length of time? 2.1.Three to five year. 3.What time period should be used for construction cost for bidding? 3.1.Construction may not begin until 2013 and may be spread over several years based on availability of funding. 4.Will the Medical Center provide lifts? 4.1.The Medical Center will not provide lifts. 4.2.There are davits at the top of the roofs that the contractor may utilize. 5.Is aerial infrared thermography required? 5.1.No. It should have been listed as an option. 5.2.A nuclear capacitance test for moisture content is acceptable. 6.Is a full moisture survey required? 6.1.Yes. 7.Should the contractor provide an analysis of the exterior building walls? 7.1.Assessment of walls is only required if it impacts the integrity of the windows. 8.Normally one core sample is sufficient. Are two core samples required? 8.1.No. One core sample will be sufficient. 9.Is the roof under warranty, and if so, should the original installer perform the cutting of cores? 9.1.Yes - the roof is under warranty at two different areas (Blue Building Main Roof, and Atrium Roof). Core samples will not be required under this contract for the roof sections under warranty which are at the new SBS Modified roof at the Blue Building, nor at the new SBS Modified roof at the perimeter of the Atrium Glass. Offeror is expected to take a total of 32 core samples. 10.There are vents on the Yellow building marked as "biohazard". What is the hazard? 10.1.Joint Commission requires that any exhaust from a laboratory, isolation room, etc. be identified as "biohazard". 10.2.The exhaust stacks are 10-feet above the roof level allowing outdoor ultraviolet radiation to kill whatever biohazards may be present.
