- Action Code: BAT4140 Date: 6/21/12 Subject. DTRA-National Academies Research Partnership Initiative DTRA intends to award a sole-source purchase order (simplified acquisition) to the National Academy of Sciences, 500 Fifth St NW, Washington, DC 20001-2736, with a 1-year period of performance. DTRA is purchasing services and building partnerships to support its basic research program and to enhance the technology transition to defense and potential non-defense commercial applications. The proposed demonstration partnership is based on an initial 12-month pilot effort with the National Academies and their affiliate organization, the University Industry Demonstration Partnership, to sustain and mature the partnership, and to assess future potential. A written request for quotation will be submitted as the solicitation. The intended source of award is the National Academy of Sciences. Known collectively as the National Academies, the organization produces groundbreaking reports that have helped shape sound policies, inform public opinion, and advance the pursuit of science, engineering, and medicine. This contract action will allow DTRA to partner with and piggyback on this unparalleled resource. The President's Council of Advisors on Science and Technology (PCAST) issued a report in November 2008 entitled "University-Private Sector Research Partnerships in the Innovation Ecosystem." which cited the UIDP as a model framework for university-industry collaboration to enhance the commercialization of university research. DTRA's basic research program is by design, university centric. It would cost the DTRA millions of dollars to attempt to replicate the current UIDP organization with a membership over 200 leading research universities and industries. The private, nonprofit National Academies and its affiliate UIDP are uniquely suited and positioned to provide the support identified in this requirement. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The solicitation will be released to the Nationl Academy of Sciences 15 days after the posting of this notice (7/6/12). A copy of the solicitation may be obtained by sending an email to mary.chase@dtra.mil. The anticipated award date is 7/21/12 ** All qualified sources must respond in writing no later than 11:59 PM (EDT), 6 July 2012, to DTRA/BE-BCRB, Attn: Mary Kay Chase, mary.chase@dtra.mil. Responses received after this date/time are considered untimely and shall not be considered. Any documentation received shall become the property of the Government.
