- Eldred Alaska Lighthouse Fact Sheet Eldred Alaska Light House Notice of Availability NATIONAL HISTORIC LIGHTHOUSE OUTGRANT NOTICE OF AVAILABILITY Eldred Rock Lighthouse Haines, Alaska June 25, 2012 Pursuant to the 1996 Programmatic Memorandum of Agreement Regarding Outgranting of Historic Lighthouse Properties among the United States Coast Guard, (USCG) the Advisory Council on Historic Preservation, and the National Conference of State Historic Preservation Officers, this light station is being made available for use under a no cost license to eligible entities defined as federal agencies, state and local agencies, non-profit corporations, educational agencies, or community development organizations, for preservation and public access. The light station is located on Eldred Rock in the Lynn Canal, twenty miles south of Haines. Any eligible entity with an interest in entering into a license for the described light station for a use consistent with the purposes stated in the above agreement should submit a letter of interest to the address listed below within 60 days from the date of this Notice. Letters of interest should include: a. Applicant name and description of organization; b. Proof of non-profit status (if applicable); c. Proposed use of light station; d. Type and level of public involvement in proposed preservation effort and subsequent use, including public access plan; e. Statement of current financial capability (with appropriate documentation); f. Statement of commitment to preserve the historic lighthouse and documentation of all experience related to the rehabilitation or maintenance of a historic property: and g. Name, title, address, and phone number of contact person. In consultation with the Alaska State Historic Preservation Officer (SHPO), the USCG will select a candidate or candidates, who will be requested to submit a more detailed plan for the restoration, maintenance, and operation of the light station. The selected candidates will be granted access to the light station for a period of 120 days in order to develop a management plan in consultation with the SHPO. Building inspectors and/or contractors may accompany the applicant on visits to the light station. The management plan must be provided to the USCG at the end of the 120-day period. The USCG will review submissions and may select an eligible entity to receive the license for the light station. If no submissions meet the criteria established by the Programmatic Agreement, no license will be granted. More detailed information is available in the attached Fact Sheet. Send letters of interest to: Commanding Officer United States Coast Guard Civil Engineering Unit, Oakland Planning and Real Property 1301 Clay Street, Suite 700N Oakland, California 94612-5203 Fact Sheet Historic Licensing of Eldred Rock Light Station Property Identification Eldred Rock Light Station Property location- On Eldred Rock in the Lynn Canal, twenty miles south of Haines, Alaska Property Description- The light station covers the entire 2.4 acre island. Facilities include the lighthouse tower, water cistern, paint shop, carpenter shop, concrete fuel tanks, boathouse, tramway, and helicopter pad. Historic Significance- Eldred Rock Lighthouse was listed on the National Register of Historic Places in 1975; its period of significance was 1906-1973, and it is considered significant for its importance to architecture, maritime commerce, and transportation. It is the last surviving wooden lighthouse in Alaska. Condition of Property- The front door is off the hinges. Much of the interior paint is peeling. Some of the stairs are rotting. The hand rail is missing or damaged. The structure, other than the stairs and the door, is solid and in good shape. Known contaminants or hazards- Asbestos-containing material is possible in siding and pipe lagging. Lead-based paint has been identified in the interior of the light tower. The average level of lead-based paint in the soil is 608mglkg. Licensee rehabilitation and maintenance requirements- The buildings will be restored, rehabilitated, maintained and preserved in compliance with the Secretary of the Interior's Standards for Rehabilitation and Guidelines for Rehabilitating Historic Buildings (NPS 1990), and in compliance with the National Park Service Lighthouse Preservation Handbook (NPS 1997). Licensee must have written permission from the State Historic Preservation Officer (SHPO) and USCG prior to beginning construction, maintenance, or preservation efforts on the light station. Limitations and restrictions • The licensee shall comply with all applicable environmental laws and regulations, on use including obtaining all necessary permits or authorizations for licensee activities on the property; • Licensee shall consult with the Alaska State Historic Preservation Office regarding planned maintenance activities; • Licensee shall not interfere with any USCG aids to navigation or associated equipment: and • Licensee shall obtain written permission from USCG prior to undertaking any improvements. Summary of outgrant terms including insurance- • Term of the License is for five (5) years from the date of signature: • If the Licensee uses the light station for a for-profit enterprise, then the Lessee shall pay fair market value rent: • The Lessee may charge an admission fee for access to the light station; • Lessee may not engage in any activity that obstructs, interferes with, or otherwise adversely impacts on the operation of any aid to navigation and associated equipment that is located on the property; • Coast Guard personnel may inspect the Licensed Property at any time to ensure that any aids to navigation and associated equipment are operating properly and there is no interference with the aids to navigation and associated equipment; and • The initial minimum amounts and types of insurance which Licensee shall maintain on the Licensed Property arc: -Fire and Extended Coverage: $500,000.00 PER INCIDENT, -Liability for Bodily Injury: $1,000,000.00 PER PERSON, $1,000,000.00 PER INCIDENT. -Liability for Property Damage: $1,000,000.00 PER INCIDENT. Applicant information requirements • Applicant name and description of organization; • Proof of non-profit status (if applicable): • Proposed use of light Station; • Type and level of public involvement in proposed preservation effort and subsequent use, including public access plan: • Statement of current financial capability (with appropriate documentation): • Statement of commitment to preserve the historic lighthouse and documentation of all experience related to the rehabilitation or maintenance of a historic property; and • Name, title, address, and phone number of contact person. Statement that the property is subject to excessing- The USCG may determine that the light station is excess to its needs, and transfer it to the General Services Administration for divestiture through the National Historic Lighthouse Preservation Act. Entering a License Agreement with the USCG does not grant Licensee special consideration in the divestiture process. Applicant selection criteria: • Applicant demonstrates financial and technical ability to rehabilitate, maintain, and preserve the lighthouse for the term of the license: • Proposed use is consistent with historic character of the property; • Proposed use offers opportunities for public access/involvement: • Applicant proposes a rehabilitation and maintenance plan, including proposed alterations (if any) consistent with the Secretary of the Interior's Standards for Historic Preservation: • Applicant prepares an environmental impact analysis for the proposed use, which also includes analysis of impact on CG property; • Applicant shows proof ofpropeT1y damage and liability insurance: • Applicant provides a future financial plan to fund restoration and maintenance: and • The SHPO concurs with the proposed plan.
