Description
The U.S. Department of the Interior, the Bureau of Safety and Environmental Enforcement (BSEE), on behalf of the Bureau of Ocean Energy Management (BOEM), Intends to award a sole source modification under existing contract M09PC00001 for a study titled COMIDA: Impact Monitoring for Offshore Subsistence Hunting, to Stephen R. Braund & Associates (SRB&A) under the authority of 41 USC 253(c)(1), Federal Acquisition Regulation (FAR) 6.302-1. This modification will continue the study objectives for an additional field season for 15 months that will allow marine subsistence hunters to collect and document hunting tracks and the amount and health of species harvested in order to help characterize associated environmental conditions that may affect hunting success and numbers and varieties of species obtained. The incumbent is the only responsible source that could meet the crucial field season schedules due to the unusual degree of coordination required for this study between BOEM, the contractor, and Native Subsistence hunters, including whaling organizations and boat captains. The trusting working relationship SRB&A has established with the local Inupiat hunters, and the support of the Alaska Eskimo Whaling Commission (AEWC) and the Indian Reorganization Act (IRA) tribal councils, owes to the success of the field work. This additional effort must be completed by the current contractor in order to maintain continuity in the research as a result of the collaborative relationships established. This notice of intent is not a request for competitive proposals. This notice expires July 6, 2012. The Contracting Officer for the study is Lisa A. Algarin at lisa.algarin@bsee.gov. A determination by the Government not to compete this proposed contract modification is solely within the discretion of the Government. No additional information related to this notice will be provided.
