- THE DEPARTMENT OF VETERANS AFFAIRS COATESVILLE VA MEDICAL CENTER TELE-RADIOLOGY SERVICES SOURCES SOUGHT 62111 Office of Physicians Synopsis: This is not a solicitation announcement and should not be construed as such. This is a sources sought synopsis only. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (Hubzone, 8(a), Small Business, Small Disadvantage, Small Veteran Owned Business or Service Disabled Veteran Owned Small Business) relative to NAICS 621111 (Size Standard of $ 10.0 Million). Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published at www.fbo.gov website. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this sources sought announcement. The Department of Veterans Affairs, Coatesville VA Medical Center, Coatesville, PA is performing pre- solicitation market research to determine potential business sources and set-aside possibilities for a contractor to provide qualified medical physicians to provide diagnostic radiology services remotely. The radiologist shall perform studies as necessary and provide diagnostic interpretation of radiologic examinations performed by government personnel and/or other contract personnel and provide diagnostic consultation related to diagnostic imaging to the other members of the medical staff. Contract physicians shall be of a quality meeting or exceeding currently recognized national standards as established by The Joint Commission (TJC), the standards of the American Hospital Association, and American Board of Radiology. The contractor shall provide a plan to ensure availability of consultative, professional remote/Teleradiology services Monday thru Friday from 4:30 pm until 0800 am the following morning. The minimum hours of coverage for remote consultation will be from 4:30 pm to 0800 am, excluding weekends and federal holidays. The contractor shall provide a plan to ensure availability of remote/Teleradiology services after normal business hour/off tours, weekends, and federal holidays. Physicians provided in satisfaction of this contract shall be required to perform their assigned duties with regards to all admitted patients, outpatients, and eligible beneficiaries regardless of underlying disease process or physical condition of such patients or beneficiaries. The contract shall provide physicians who shall: "Remotely interpret all routine studies to include diagnostic x-rays, Cat Scans, ultrasounds, MRI and Dexa Scans completed at the VAMC on the off tours, weekends, and federal holidays, and dictate report within twenty-four (24) hours after the study is performed. "Provide advice and opinions upon request in support of diagnostic interpretations of radiological examinations and procedures as provided in conjunction with patient care and treatment. "Read STAT/WET diagnostic studies within 1 hour from the time the diagnostic studies are made available to the contract radiologist for interpretation during normal duty hours. The response time on these studies may be monitored. "Radiologist shall notify referring healthcare provider of any problematic or unexpected results of exam. This contact with referring healthcare provider must be documented in the impression section of the diagnostic imaging report at time of interpretation. "Reports shall be dictated using the VA Powerscribe system. Dictated reports shall consist of a body, impression, and one of the VA diagnostic codes describing the degree of abnormality. Reports shall be dictated as soon as possible and under no circumstances to exceed 24 hours once films or digital images are made available for interpretation. All reports shall be edited and signed electronically by the radiologists as soon as possible and not to exceed 24 hours of dictation by staff radiologist. "Must take part in medical staff functions as required to meet the standards of the Joint Commission on Accreditation of Health Care Organizations. The intended contract period will be a base year, with two (2) option years, anticipated to be awarded on or before September 1, 2012. Physicians performing under this contract shall perform their services under the general supervision of the Chief of Staff. The contractor shall provide sufficient personnel who meet all requirements herein and who can be relied upon to perform in strict accordance with the contract. All Physicians will be appropriately credentialed and privileged through the Medical Staff Office prior to beginning to provide services. The Chief of Staff will be the final determiner to appropriate qualifications. Potential sources must demonstrate experience and knowledge of required services and capability to provide such services. The purpose of this notice is to gain knowledge of potential qualified sources and their capabilities. Potential sources should identify business name, point of contact, business size, and any applicable business socio-economic category, i.e. Service Disabled Veteran Owned (SDVO), HUBZone, 8(a), Small Disadvantaged Business (SDB), Woman Owned (WO), and Veteran Owned (VO), service capability statement, provide information for recent and relevant projects similar in nature, DUNS number, address and any additional information felt to be pertinent. The NAICS code for this procurement is 62111 and the small business size standard is $10.0 million average annual receipts for preceding three (3) years. Responses to this sources sought is not a request to be added to a prospective bidders list or to receive a copy of the solicitation. CVAMC IS NOT SEEKING PRICING OR OFFERS OF ANY KIND. There is no guarantee, expressed or implicit, that the market research for this acquisition will result in a particular set-aside or sole source award, or any other guarantee of award strategy.
